Discussion on teacher certification regulations. Your Committee discussed a recommendation by the Department in consultation with the Professional Standards and Practices Board to expand the definition of part-time experience for the purposes of certification to include a minimum 360 days of part-time school experience, which shall include at least 45 days of part-time continuous school experience in the subject area of the certificate sought, consisting of at least one class period each day with a consistent group of students during such time period.  This change is recommended due to the increasing difficulty for newly certified teachers to meet the experience requirements needed for professional certification. Proposed amendments will go out for public comment and come before the Board at a future meeting.

Discussion on test security mandatory reporting regulation. Your Committee discussed recommendations that the Board define specific examples of testing misconduct, that the Board establish mandatory reporting of certain instances of testing misconduct and that the Board prohibit retaliation against an employee for reporting testing misconduct.  Proposed amendments will go out for public comment and come before the Board at a future meeting.
