Your Higher Education Committee held its scheduled meeting on November 6, 2018. All members were present with the exception of Regent Norwood.

MOTION FOR ACTION BY FULL BOARD

Madam Chancellor and Colleagues:  Your Higher Education Committee recommends, and we move, that the Board of Regents act affirmatively upon each recommendation in the written report of the Committee’s deliberations at its meeting on November 6, 2018, copies of which have been distributed to each member of the Board of Regents.

Matters Not Requiring Board Action:

2019 Non-State Aid Budget and Legislative Priorities Your Committee reviewed and discussed proposals to include in the 2019 Non-State Aid budget and legislative priorities. It is recommended that these priorities come before the full Board in December for approval. HE (D) 1

Matters Requiring Board Action:

DeVry University, Inc. (dba DeVry College of New York): Transfer of Degree-conferring Authority Based Upon a Change of Ownership or Control of a Proprietary College.  Your Committee discussed whether the Board of Regents should approve the transfer of degree-conferring authority based upon a change of ownership of DeVry University, Inc. (d/b/a DeVry College of New York) and DeVry/New York, Inc. (collectively, “DeVry”) to Cogswell Education, LLC (“Cogswell Ed”) and VOTED: That, contingent upon the sale and transfer of ownership of DeVry University, Inc. (dba DeVry College of New York) and DeVry/New York, Inc. to Cogswell Education, LLC, resulting in Cogswell Education, LLC having full ownership of DeVry, the Board of Regents consents to the transfer of degree-conferring authority of DeVry College of New York to Cogswell Education, LLC.  HE (A) 1

Consent Agenda

The Board of Regents acted on the following consent agenda items at the November 2018 meeting.

  • Conferral of Degrees: Dowling College. The Board of Regents approved the conferral of the respective degrees upon listed individuals who have completed the requirements for registered degree programs at Dowling College.  BR (CA) 1
  • Five Towns College:  Regents Authorization to award the Bachelor of Business Administration Degree (B.B.A. The Board of Regents voted to authorize Five Towns College to award the Bachelor of Business Administration (B.B.A.) degree. BR (CA) 2
  • LeMoyne College: Master Plan Amendment to offer a Doctor of Education (Ed.D.) degree program in Executive Leadership. The Board of Regents voted to approve a master plan amendment to authorize LeMoyne College to offer its first doctoral-level program, a Doctor of Education (Ed.D.) in Executive Leadership. The amendment will be effective until November 6, 2019, unless the degree program is registered prior to that date, in which case master plan amendment shall be without term.  BR (CA) 3
