Report of Regents Higher Education Committee to The Board of Regents

Your Higher Education Committee held its scheduled meeting on May 17, 2016.  All members were present with the exception of Regent Norwood who was absent and excused.

Action Items

Proposed Amendment to Section 80-3.5 of the Commissioner’s Regulations to Establish a New Pathway Option for the Transitional A Certificate in a Career and Technical Education Subject for Candidates who Hold a Full License to Teach in Licensed Private Career Schools and Have at Least Two Years of Teaching Experience Under Such License - HE (A) 1 

Your Committee discussed amending Section 80-3.5 of the Commissioner’s Regulations to establish a new pathway option for the Transitional A certificate in a career and technical education subject for candidates who hold a full license to teach in licensed private career schools and have at least two years of teaching experience under such license.  It was voted that a new paragraph (4) be added to subdivision (b) of Section 80-3.5 of the Regulations of the Commissioner of Education, effective May 17, 2016, as an emergency action upon a finding by the Board of Regents that such action is necessary for the preservation of the general welfare in order to increase the supply of qualified, certified teachers in the career and technical education field to satisfy the increasing demand for those teachers in the 2016-2017 school year.  It is anticipated that the proposed amendment will then come before the Full Board for adoption as a permanent rule at the September 2016 Regents meeting.

Madam Chancellor and Colleagues:  Your Higher Education Committee recommends, and we move, that the Board of Regents act affirmatively upon each recommendation in the written report of the Committee’s deliberations at its meeting on May 17, 2016, copies of which have been distributed to each member of the Board of Regents.
