Your P-12 Education Committee and Higher Education Committee held a joint meeting on May 18, 2015
Creation of Safety Nets for Candidates Who Take the New Teacher Certification Examinations (ALST, EAS and the Redeveloped CSTs) and an Extension of the Safety Net for the edTPA - Your Committees discussed amending Part 80 of the Commissioner’s Regulations to provide a safety net for candidates who take the new teacher certification examinations. Your Committees recommend that Sections 52.21, 80-1.5, 80-3.3, 80-3.4 and 80-5.13 of the Regulations of the Commissioner of Education be amended, as submitted, effective May 19, 2015, as an emergency action upon a finding by the Board of Regents that such action is necessary for the preservation of the general welfare in order to ensure that teacher candidates who will be applying for certification prior to June 30, 2016, have timely and sufficient notice of the safety net options available to them so that they may receive an initial certificate. The emergency rule will become effective May 19, 2015. It is anticipated that the proposed amendment will be adopted by the Board of Regents as a permanent rule at their September 2015 meeting. If adopted at the September 2015 meeting, the proposed amendment will become effective as a permanent rule on October 7, 2015.

Madam Chancellor and Colleagues: Your Higher Education Committee and P-12 Education Committee recommend, and we move, that the Board of Regents act affirmatively upon each recommendation in the written report of the Committee’s deliberations at its meeting on May 19, 2015, copies of which have been distributed to each member of the Board of Regents.
