ACTION ITEMS

Proposed Amendment to Section 80-5.5 of the Regulations of the Commissioner of Education Relating to the Employment of Retired Public Employees. Your Committee voted that subdivision (b) of section 80-5.5 of the Regulations of the Commissioner of Education be amended, as submitted, effective July 1, 2013, upon a finding by the Board of Regents that such action is necessary for the preservation of the general welfare in order to timely implement the provisions of Part Y of Chapter 57 of the Laws of 2013 of the recently enacted Budget Bill.  The proposed amendment will become effective on July 1, 2013.   It will then be presented to the Board of Regents for permanent adoption at its September 2013 Regents meeting.  If adopted at the September meeting, the proposed amendment will become effective on October 2, 2013.

Renewal of Institutional Accreditation – New York Academy of Art. Your Committee recommends the renewal of Institutional Accreditation for the New York Academy of Art without conditions for a period of seven years, with provision of a five-year financial projection to be included on one or more of The Academy’s annual reports, and submission of a mid-term report addressing the recommendation and suggestion in the draft report, and addressing the need for a comprehensive assessment plan and evidence of its implementation.

MOTION FOR ACTION BY FULL BOARD

Madam Chancellor and Colleagues:  Your Higher Education Committee recommends, and we move, that the Board of Regents act affirmatively upon each recommendation in the written report of the Committee’s deliberations at its meeting on June 18, 2013, copies of which have been distributed to each member of the Board of Regents.

Other matters not requiring action:

Proposed Amendment to Part 80 of the Regulations of the Commissioner of Education Relating to the New Teacher and School Building Leader Certification Examination Requirements - Your Committee discussed proposed changes to the certification examination requirements that were amended in December 2012. Specifically, changes will address the need to remove edTPA for Speech Language, Career and Technical Education and Educational Technology Specialist candidates. Your Committee also discussed whether or not to require the Educating All Students assessment for School District Leaders.  It is anticipated that the proposed amendment will be presented for permanent adoption at the September 2013 Regents meeting, after the 45-day public comment period required pursuant to the State Administrative Procedure Act.  If adopted at the September meeting, the proposed amendment will become effective on October 2, 2013.

Accreditation Update - Your Committee received a brief review of the process by which institutional accreditation applications are distributed to Board members for their consideration.
