Your Higher Education Committee held its scheduled meeting on January 11, 2011.  All members were present with the exception Chancellor Emeritus Bennett and Regent Young.

ACTION ITEMS:

Proposed Repeal of Subpart 30-2 of the Rules of the Board of Regents, relating to Teacher Tenure.  Your Committee approved the repeal of Subpart 30-2 of the Rules of the Board of Regents.  This eliminates regulations that sunset on June 30, 2010 of the underlying statute, Education Law Section 3012-b.  The repeal becomes effective February 2, 2011.

Emergency Adoption of Proposed Regulations Relating to the Program Registration Requirements for Teacher Education Programs and the Restructuring of Adolescence Level Teacher Certification for Students with Disabilities.  Your Committee voted that subdivisions (b) and (c) of section 52.21 of the Regulations of the Commissioner of Education are amended; subdivision (a) of section 80-3.7 of the Regulations of the Commissioner of Education is amended; subdivision (a) is amended and subdivision (c) is added to section 80-4.2 of the Regulations of the Commissioner of Education; that subdivisions (a), (b), (c), (d) and (e) are amended and that a new subdivision (n) be added to section 80-4.3 as submitted, effective January 14, 2011 as an emergency action upon a finding by the Board of Regents that such action is necessary for the preservation of the general welfare to ensure that the emergency rule remains continuously in effect until it can be permanently adopted.

Teaching Standards.  Your Committee adopted the draft New York State Teaching Standards, Elements, and Performance Indicators that were developed by a Work Group of forty-three individuals representing twenty-two stakeholder groups, and that reflect review and input from the field.  In addition, your Committee approved the companion Glossary and Q&A documents as integral to the NYS Teaching Standards document.

MOTION FOR ACTION BY FULL BOARD

Madam Chancellor and Colleagues:  Your Higher Education Committee recommends, and we move, that the Board of Regents act affirmatively upon each recommendation in the written report of the Committee’s deliberations at its meeting on January 11, 2011, copies of which have been distributed to each Regents.

MATTERS NOT REQUIRING BOARD ACTION

The Regents 2012-2020 Statewide Plan for Higher Education.  Your Committee continued its discussion on the 2012-2020 Statewide Plan for Higher Education.  These discussions will lead to action by the Board in April 2011.

TAP Primer.  Your Committee received an overview of the Tuition Assistance Program from its inception.

Trends in Student Financial Aid and the cost of Higher Education.  Your Committee discussed the affordability of a college education in New York State.

TeacherU.  Your Committee discussed issues related to granting degree authority to Teacher U and provided guidance and recommendation for further review.
