Issue for Decision

Will the Board of Regents approve my appointment of Joseph P. Frey as Deputy Commissioner of Higher Education.

Reasons for Consideration

              Joseph P. Frey is currently serving as Associate Commissioner in the Office of Higher Education.  Mr. Frey has served in this capacity since March 2007.  Prior to that, he served for eight years as Assistant Commissioner for Quality Assurance in the Office of Higher Education. As part of his responsibilities, he oversees the evaluation of all programs leading to a college degree and the chartering of all new colleges in New York State.  He also oversees the Office of Teaching Initiatives and is responsible for ensuring the implementation of the Regents teaching policies, teacher preparation standards, and certification structure.   In addition, Mr. Frey has the overall responsibility for the higher education data systems and the research capacity in the Office of Higher Education.  

Proposed Handling

The Board of Regents will review the candidate’s credentials and experience in Executive Session on October 19, 2009.

Recommendation

I recommend that you take the following action.

VOTED, that the Board of Regents approve the appointment of Joseph Frey to the position of Deputy Commissioner of Higher Education.
