P-12 Education
Proposed Addition of Section 100.2(rr) of the Regulations of the Commissioner of Education Relating to the Performance-Based Learning and Assessment Networks Pilot - Department staff will present a proposed regulatory amendment to establish a process for schools and programs participating in the Performance-Based Learning and Assessment Networks (PLAN) Pilot to apply to the commissioner for flexibilities under Part 100 regulations that they believe would support their plans for implementing performance-based learning and assessment (PBLA). The amendment would require a school’s request to specify which Part 100 requirement(s) they are seeking an exemption from, to include a detailed rationale, and the anticipated impact on students. Such requests could be granted if the school demonstrates that such exemption(s) would support their ability to implement PBLA, consistent with the aims of the PLAN pilot. On or before the effective date of the proposed rule, the Department will develop and publish comprehensive guidance for this process. NYS Green Ribbon Schools - Department staff will present the NYS Green Ribbon to the Bronxville Union Free School District and the Putnam Valley Central School District acknowledging their commendable work in sustainability and environmental awareness. |

Proposed Amendment of Sections 80-2.9, 80-4.3, and 80-5.18 of the Regulations of the Commissioner of Education Relating to Flexibilities for the Supplementary Certificate and Supplementary Bilingual Education Extension Requirements in Response to the Influx of Recently Arrived and Asylum-Seeking Students - Department staff will present a proposed regulatory amendment to extend flexibilities for the supplementary certificate and supplementary bilingual education extension requirements in response to the influx of recently arrived and asylum-seeking students. Proposed Amendment of Section 30-1.8 of the Rules of the Board of Regents Relating to Special Subject Tenure Areas - Department staff will present a proposed regulatory amendment to update the special subject tenure areas to reflect current teacher certification titles and align with employment practices in school districts and boards of cooperative educational services (BOCES). Northeastern University and Marymount Manhattan College Merger - Department staff will present recommendations regarding actions related to a merger between Marymount Manhattan College and Northeastern University, including issuing a charter to Northeastern – New York City, amending Marymount Manhattan College’s charter, and authorizing Northeastern – New York City to award degrees. Proposed Technical Amendment of Section 52.21 of the Regulations of the Commissioner of Education Relating to Certification Examinations - Department staff will present a proposed regulatory amendment to make technical amendments that would implement formerly proposed amendments related to certification examinations as intended. |
