Issue for Decision

 

Should the Regents approve the staff’s recommendations concerning the proposed revision to the initial charter for Ross Global Academy Charter School (New York City)? 

 

Background Information

 

We received a request from the Chancellor of the city school district of the City of New York to revise the charter of the Ross Global Academy Charter School (RGACS or “the School”).  The School is located in Community School District Two in Manhattan and is authorized by the Chancellor of the city school district of the City of New York.  RGACS was initially approved in January 2006.  The school was approved to serve grades K-12 at full growth.  Retroactive to January 21, 2006, the School seeks to postpone plans to serve high school grades until the proposed first renewal period, beginning in the 2011-2012 school year, due to insufficient space; to decrease enrollment from the projected 500 students to 414 students, at full growth in the 2010-2011 school year (See Attachment 1); and to eliminate all after-school and Saturday school programs, due to a significant decline in participation in the Saturday school program and a difficulty in securing a qualified teaching staff committed to working in the weekday after-school program, which begins at 3:45 p.m.  The School has made arrangements with an off-site after-school program, which picks up RGACS students daily and transports them to the program location. 

 

The New York City Department of Education (“NYCDOE”) held a public hearing on May 11, 2009, regarding this proposed revision for the School. One comment was made in support of the revisions.

 

Recommendation

 

VOTED: That the Board of Regents approves the revision to the initial charter of the Ross Global Academy Charter School as proposed by the Chancellor of the city school district of the City of New York, and the provisional charter is amended accordingly.

 

Reasons for Recommendation

 

The proposed revisions to the School’s charter, along with the other terms of the charter: (1) meet the requirements set out in Article 56 of the Education Law, and all other applicable laws, rules and regulations; (2) will permit the charter school to operate in an educationally and fiscally sound manner; and; (3) are likely to improve student learning and achievement and materially further the purposes set out in subdivision two of section twenty-eight hundred fifty of Article 56 of the Education Law.

 

Timetable for Implementation
