Should the Regents confer degrees upon students completing programs at Technical Career Institutes and Taylor Business Institute?

 

Reason for Consideration

 

Required by State statute and State regulations.

                           

Proposed Handling

 

The question will come before the Higher Education and Professional Practice Committee at its July 2007 meeting where it will be voted on and action taken.  It will then come before the full Board at its July 2007 meeting for final action.

 

Procedural History

 

Pursuant to Regents Rule 3.46, the degree-granting authority of Technical Career Institutes and Taylor Business Institute reverted to the Regents when they changed ownership. 

 

In the case of Technical Career Institutes, the Commissioner of Education has determined compliance with laws, rules and regulations applicable to degree-granting institutions in New York State and has returned degree-granting authority to TCI effective June 26, 2007. The current conferrals are for the period prior to the return of degree-granting authority.

 

In the case of Taylor Business Institute, on September 26, 2006, the State Education Department ordered the termination of all degree-granting programs at this college at the end of the fall 2006 semester.  To hold students harmless, the Regents will continue to be asked to confer degrees for those students who completed programs at Taylor before the institution was closed.

Recommendation 

 

It is recommended that the Board of Regents confer upon the individuals listed, who have completed the requirements for their registered degree programs at Technical Career Institutes and Taylor Business Institute, the respective degrees listed for each institution.

Technical Career Institutes

 

Technical Career Institutes (TCI), a proprietary institution, is authorized by the Regents to award the Associate in Applied Science (A.A.S.) and the Associate in Occupational Studies (A.O.S.) degrees. This institution also offers certificate programs in technology related disciplines. TCI was purchased by EVCI Career Colleges Holding Corporation on September 16, 2005.

Taylor Business Institute

 

Taylor Business Institute was authorized by the Board of Regents on March 24, 1972 to grant the Associate in Occupational Studies (A.O.S.) degree. The Institute was purchased from ITT Educational Services, Inc. by Phillips Colleges, Inc. on April 13, 1988. On January 31, 1997, TBIO, Inc. purchased Taylor Business Institute from Phillips Colleges, Inc. On April 4, 2002, the Institute was purchased by the Benhem Company, Inc. (a New York corporation). All academic awards are to be conferred on graduates by the Regents.  On September 26, 2006, the State Education Department ordered the termination of all degree-granting programs at this college at the end of the fall 2006 semester.  To hold students harmless, the Regents will continue to be asked to confer degrees for those students who completed programs at Taylor before the institution was closed.
