The Board of Regents meeting will continue to be webcast. In addition, visitors may attend the Board of Regents meeting and will be allowed access to the building 30 minutes prior. Seats will be available on a first-come, first-served basis. Once seating is full, guests will be directed to an overflow space to view the webcast or it may be viewed on a personal device.

Introduction to Multi-Tiered System of Supports – Integrated (MTSS-I) - Department staff and experts from the field will present information on Multi-tiered System of Supports – Integrated (MTSS-I) and how it can be used to support students across New York State. As part of NYSED’s MTSS-I Pilot, Department staff and staff from the MTSS-I Center at the State University of New York at Albany have been working directly with 29 participating districts to implement MTSS-I. Some of the work of the pilot districts will be highlighted in this presentation with additional updates on the pilot to be scheduled at a future meeting of the Board of Regents. |

Recommendations for Reducing Disparities in and Reforming School Discipline in New York State: Report from the Safe Schools Task Force - Department staff and invited guests will provide an overview of the Safe Schools Task Force Report, Recommendations for Reducing Disparities in and Reforming School Discipline in New York State. The report includes recommendations related to training and preparation of school personnel, changes in practice, codes of conduct and data collection and analysis. The presentation will include an overview of research and New York State data regarding discipline. Rethink Grant Update: Teaching in Remote/Hybrid Learning Environments (TRLE) - Department staff will present an update on the technical assistance and professional learning opportunities being provided to the field through TRLE grant activities. Project deliverables, outcomes, and next steps will be discussed. Proposed Amendment of Sections 200.1(x) and 200.5 of the Regulations of the Commissioner of Education Relating to Special Education Due Process System Procedures - Department staff will present proposed amendments to the Commissioner’s regulations relating to permitting an administrative tribunal in New York City to promulgate regulations related to special education due process hearings. |

Proposed Amendment of Sections 80-3.10, 80-5.8, 80-5.20, and 80-5.23 of the Regulations of the Commissioner of Education Relating to Educator Certification for Candidates from Another State or Territory of the United States or the District of Columbia - Department staff will present proposed regulatory amendments to revise the “Endorsement of a Certificate” pathway for teacher, educational leadership, and Initial and Professional School Counselor certification such that certificates from another U.S. state or territory or the District of Columbia could be “comparable” instead of “equivalent” to the New York State certificate title and type sought and the time period during which candidates must complete their three years of satisfactory experience would be removed, and to make several technical revisions to the requirements for this pathway and the “Comparable Educator Program in Another U.S. State” pathway. |

Proposed Amendment of Section 61.18 of the Regulations of the Commissioner of Education Relating to the Residency Program Requirement for Dental Licensure - Department staff will present for emergency adoption proposed amendments to Section 61.18 of the Commissioner’s regulations to conform them to Chapter 613 of the Laws of 2022 (Chapter 613), which became effective 11/21/22. Chapter 613 amends the Education Law by removing the requirement that the postdoctoral general practice or specialty dental residency program experience required for dental licensure needs to be clinically based. Chapter 613 addresses that fact that certain well-recognized accredited dental residency programs in oral medicine, orofacial pain, and dental public health were excluded from satisfying the experience requirement for dental licensure because they were not deemed to be 50 percent clinically based specialty residencies. This prevented qualified dental school graduates with accredited residency training from obtaining licenses. By eliminated this requirement, it is anticipated that there will be an increase in the number of dentists in New York, which will expand access to needed dental services. Proposed Repeal of Section 66.6 and Addition of a New Section 66.6 to the Regulations of the Commissioner of Education Relating to the Continuing Education Requirements for Licensed Optometrists Certified to Prescribe and Use Therapeutic Pharmaceutical Agents - Department staff will present for emergency adoption a proposed repeal of Section 66.6 and addition of a new Section 66.6 to the Commissioner’s regulations to conform it to Section 9 of Chapter 506 of the Laws of 2021 (Chapter 506), which became effective January 1, 2023. Section 9 of Chapter 506 amends the Education Law to require optometrists certified to prescribe and use oral therapeutic pharmaceutical agents to complete an additional minimum of eighteen hours of continuing education related to systemic disease and therapeutic treatment, in addition to the minimum 36 hours of continuing education requirement, per triennial registration period. The other Sections of Chapter 506 become effective October 25, 2023. |
