The Board of Regents meeting will continue to be webcast. In addition, visitors may attend the Board of Regents meeting and will be allowed access to the building 30 minutes prior. Seats will be available on a first-come, first-served basis. Once seating is full, guests will be directed to an overflow space to view the webcast or it may be viewed on a personal device.

Proposed Amendment of Section 100.2 of the Regulations of the Commissioner of Education Relating to Requirements for School Districts to Issue Diplomas to Eligible Students Confined in a Facility Operated by a State Department or Agency Providing Educational Programming within the District Boundary - Department staff will present proposed amendments to the Commissioner’s regulations relating to requirements for school districts to issue diplomas to eligible students confined in a facility operated by a state department or agency providing educational programming within the district boundary to implement Chapter 754 of the Laws of 2021, as amended by Chapter 26 of the Laws of 2022. Proposed Amendments of Section 100.5 of the Regulations of the Commissioner of Education Relating to the Diploma, Credential, and Endorsement Requirements Associated with Passing the Regents Examination in United States History and Government (Framework) for the June 2022, August 2022, and January 2023 Administration Periods - Department staff will present for emergency adoption proposed amendments to the Commissioner’s regulations to provide an exemption to the diploma, credential, and endorsement requirements related to the passing of the June 2022, August 2022, and January 2023 Regents Examinations in United States History and Government so that students are still able to meet their diploma requirements since this Regents Examination will not be available for those administration periods. Proposed Amendment of Sections 100.4 and 100.21 of the Regulations of the Commissioner of Education to Provide Flexibility to Schools, Districts, and Charter Schools Regarding the Administration of Regents Examinations in Mathematics to Grade 6 Students and in Science to Grade 7 Students - Department staff will present proposed amendments to the Commissioner’s regulations to provide flexibility allowing New York State middle school students to take a Regents Examination in mathematics or science when the student is enrolled in the corresponding course instead of taking the grade level examination. Merger Revision Recommendation for a Charter School Authorized by the Board of Regents and the New York City Department of Education Chancellor - Department staff will present a merger revision recommendation for a charter school authorized by the Board of Regents and the New York City Department of Education Chancellor. Early Renewal Recommendations for Charter Schools Authorized by the State University of New York Trustees - Department staff will present early renewal recommendations for charter schools authorized by the State University of New York Trustees. Revision Recommendations for Charter Schools Authorized by the Board of Regents - Department staff will present revision recommendations for charter schools authorized by the Board of Regents. Proposed Amendment of Section 100.5 of the Regulations of the Commissioner of Education Relating to Requirements for the Issuing of a Special Determination to Graduate with a Local Diploma - Department staff will present proposed amendments to the Commissioner’s regulations to permit students who are scheduled to graduate in June 2022, but are unable to earn a diploma as a result of not having passed a Regents Examination or were unable to take a Regents Examination due to illness, injury or quarantine, to request a special determination to graduate with a local diploma, provided certain criteria are met. |

Proposed Amendment of Sections 52.21 and 80-1.5 of the Regulations of the Commissioner of Education and Section 30-3.2 of the Rules of the Board of Regents Relating to the Standards for School Building Leader Preparation Programs, Definition of “Leadership Standards” for Annual Professional Performance Reviews, and Safety Net for the School Building Leader Assessment - Department staff will present proposed amendments to the Commissioner’s regulations to extend the date by which school building leader preparation programs must align with the Professional Standards for Educational Leaders (PSELs) to September 1, 2023, Annual Performance Assessment Reviews for school building leaders must align with the PSELs to the 2025-2026 school year, and the School Building Leader Assessment safety net will end to August 31, 2025. Proposed Amendment of Section 80-3.14 of the Regulations of the Commissioner of Education Relating to the Implementation Timeline for the Computer Science Statement of Continued Eligibility - Department staff will present proposed amendments to the Commissioner’s regulations to extend the computer science SOCE application deadline to September 1, 2024 and extend the time period during which teachers must be employed as teachers of computer science courses to within seven years immediately preceding September 1, 2024 in order to be eligible for the computer science SOCE. |

Higher Education/P-12 Education Joint Meeting
Proposed Amendment of Section 30-1.8 of the Rules of the Board of Regents and Sections 52.21, 80-1.2, 80-3.2, and 80-3.7 of the Regulations of the Commissioner of Education Relating to Establishing the Literacy (All Grades) Certificate - Department staff will present a revised proposed amendment to the Commissioner’s regulations that establishes the Literacy (All Grades) certificate, creates registration requirements for programs leading to the proposed certificate, allows candidates to apply for the proposed certificate through the individual evaluation pathway, outlines when the current Literacy (Birth-Grade 6) and Literacy (Grades 5-12) certificates would no longer be issued and programs leading to the current certificates would no longer be registered, and renames the “remedial reading” to the “literacy and reading” tenure area. |

Proposed Amendment of Section 61.17 of the Regulations of the Commissioner of Education Relating to the Use of Restricted Local Infiltration Anesthesia/Nitrous Oxide Analgesia by Dental Hygienists - Department staff will present a proposed amendment to the Commissioner’s regulations to conform them to Chapter 198 of the Laws of 2022, which effective May 9, 2022, amended the Education Law to allow dental hygienists to use local infiltration and nitrous oxide modalities to assist dentists in performing any dental service. Update on the Office of the Professions (OP) Website - Department staff will present a demonstration of the newly designed Office of the Professions (OP) website, which is planned to be released to the public in the next few months. The website redesign focuses on intuitive navigation, accessibility, and a crisp new look and feel. This website redesign project is part of the OP Modernization Program, a multi-project, multi-year initiative to improve customer service related to all licensing and renewal activities for more than 50 professions, corporations, and pharmacies regulated by the Department. |
