Mid-course Review of New York Standards-based Reform

A series of discussions on the 65 passing score on Regents exams has been scheduled on the Regents agenda with a decision to reaffirm or modify policy expected in November 2003.

NYS Reading Initiative, Reading for Results

The second draft of the Reading First proposal is being reviewed by Department staff.

Session two of the New York Reading Academy with 1,200 participants began in March, will continue to the end of the school year and resume in September.

School Accountability System

Policy issues relating to amendments to Commissioner�s Regulations to align the State�s school account-ability system with the No Child Left Behind Act will be discussed.

Proposed amend-ments to Commissioner�s Regulations will be submitted for discussion in June and for approval in July.

New York State Virtual Learning Space

The Regents will receive a progress report on implementa-tion of the Virtual Learning Space.

Curriculum/Initiatives Resources

Elementary Social Studies Core Curricula Guide, Science Resource Guide and Core Curricula, Visual Arts Resource Guide, Languages Other Than English Checkpoint C Resource Guide, and Mathematics Assessment Module are under development.

All documents already disseminated to schools are available on the Department�s web site.

Teleconferences (including PBS Specials)

Access to Teacher Quality, Pre/In-Service Supports and Alternative Certification will be broadcast on May 14 on PBS from 3-4 PM. This program focuses on professional development programs in New York State designed to help all teachers become highly qualified.

Middle Level

Initiative

The Regents will receive in April an oral report on the public comments received at regional meetings and from the on-line survey relating to the draft Regents policy statement on middle-level education.

The Regents will receive a summary of public comments and a revised draft policy statement for discussion in June.

Dr. Robert Felner, Director of the National Center for Public Education and Social Policy, University of Rhode Island, has been invited to make a presenta-tion to the Regents concerning middle-level education.

Approval of the final Regents policy statement on middle-level education is scheduled for July, as well as discussion of the implications for amendments to Commissioner�s Regulations.

Career and Technical Education Progress Report

Career and Technical Education Program Approvals

As of March 4, 2003, 11 local education agencies and 33 BOCES have submitted certification forms to the Department requesting approval for career and technical education (CTE) programs.

In an effort to align the CTE "Approved Programs" data collection elements with the Career and Technical Education Data System (CTEDS) report, a CTEDS-1 addendum form has been developed and distributed to those BOCES and school districts with approved programs. The form requests 2002-2003 student enrollment in CTE approved programs. The data collected will serve as an information source for tracking progress in the approval process for the CTE program. Also, the data could be used in determining future directions for the program. The Department will continue random on-site visits at participating districts/BOCES to provide technical assistance, ensure program viability, consistency and compatibility with established guidelines.
