SUMMARY:

This policy review assesses State Aid to school districts for 2003-04 by reviewing an overview of the State Aid system pursuant to the final budget resulting from the Legislature�s override of the Governor�s vetoes on May 15, 2003 (Attachment A).

The process of developing the Regents aid proposal has been enhanced by research conducted both within and outside of the Department on a continuing basis. The Subcommittee will also review the results of two research studies on the condition of (1) teaching and (2) the fiscal condition of school districts, provided by the Education Finance Research Consortium (Attachment B). At the July meeting, I propose to begin discussion of plans for your 2004-05 State Aid proposal.

  • Framework for financial condition that considers short- and long-run financial and economic conditions and student performance
  • Methodology for evaluating financial condition that addresses problems typical of complex evaluation systems and effectively uses experts� advice
  • Results from an evaluation of the financial condition of NY school districts

 

"Understanding Teacher Labor Markets: Implications for Equity"

Susanna Loeb (Stanford University) and Don Boyd, Hamp Lankford and Jim Wyckoff (University at Albany - SUNY)

Examines the sorting of teacher labor markets from the perspective of:

  • Teacher career paths
  • The geography of teacher labor markets
  • Teacher compensation
