Proposed Amendment of Section 100.5 of the Regulations of the Commissioner of Education Relating to Career and Technical Education (CTE) and Media Arts Course Flexibility for the Individual Arts Assessment Pathway (IAAP) and Career and Technical Education (CTE) Pathways to High School Graduation - Department staff will present a proposed regulatory amendment to permit CTE certified teachers to instruct media arts courses for IAAP credit and to permit visual arts teachers to instruct such courses for CTE Pathway Credit. Proposed Amendment of Section 3.16 of the Rules of the Board of Regents Relating to Updates to Delegation of Authority Regarding Charter Revisions - Department staff will present proposed amendments to the Rules of the New York State Board of Regents that pertain to the delegation of certain charter school revision actions to the Commissioner of Education. Proposed Amendment of Section 119.1 of the Regulations of the Commissioner of Education Relating to the Calculation of Aid Attributable to Students with Disabilities Served in Charter Schools - Department staff will present proposed amendments to the Regulations of the Commissioner of Education that pertain to charter school financing in order reflect changes in state funding allocations. |

Proposed Amendment of Section 29.15 of the Rules of the Board of Regents and Sections 79-9.6, 79-10.6, and 79-12.6 of the Regulations of the Commissioner of Education Relating to Mental Health Practitioners’ Diagnostic Privilege - Department staff will present for discussion a proposed revised amendment to the Commissioner’s Regulations to clarify that an applicant who is licensed in New York prior to June 24, 2024, as a mental health counselor, marriage and family therapist, or psychoanalyst, may meet the experience requirement for the diagnostic privilege by either (1) submitting verification of completion of a supervised experience of at least 2,000 hours of supervised, direct client contact that includes, but is not limited to, diagnosis, psychotherapy and the development of assessment-based treatment plans; or (2) submitting an attestation of at least three years of experience engaged in direct client contact that includes diagnosis, psychotherapy and the development of assessment-based treatment plans. The privilege application and fee must be submitted by June 24, 2024. Additionally, the proposed revised amendment an incorrect reference to experience in section 79-10.6(f) of the Commissioner’s Regulations was corrected to reference section 79-10.3(e), rather than section 79-10.3(d). Proposed Repeal and Addition of New Sections 52.11 and 62.1 of the Regulations of the Commissioner Related to the Registration of Curricula and Professional Study in Veterinary Medicine - Department staff will present proposed amendments to sections 52.11 and 62.1 of the Commissioner’s Regulations to help to meet workforce challenges in veterinary medicine without sacrificing educational quality, by aligning requirements to programmatic accreditation standards that allow multiple program pathways to earning a doctoral degree in veterinary medicine. Proposed Amendment of Section 70.4 of the Regulations of the Commissioner of Education Relating to Licensing Examinations in the Profession of Public Accountancy - Department staff will present a proposed amendment to conform section 70. 4 the Commissioner’s Regulations to the national CPA licensing exam standards by revising the retention of credit provisions for CPA exam scores to properly calculate the time frame for passing all sections. This proposed amendment will enable the Department to effectively implement the impending national CPA Evolution changes. The proposed amendment will also make technical amendments to the Commissioner’s Regulations to remove flexibilities concerning the 18-month retention period related to the COVID-19 pandemic and correcting cross-references. |
