P-12 Education
Proposed Addition of Part 124 and Subpart 124-2 to Subchapter E of the Regulations of the Commissioner of Education Relating to Regionalization Plans - Department staff will present a proposed regulatory amendment for adoption as an emergency rule to require each component district in a supervisory district to collaborate with the District Superintendent to develop and implement a regionalization plan every ten years that is designed to improve student opportunities and operational efficiencies through shared resources, leading to 37 regionalization plans in the state. Update on the Seal of Biliteracy and Indigenous Languages - Department Staff will present an update on the Seal of Biliteracy and Indigenous language program supports. The presentation will include a video message from the following 2024 Seal recipients: Olivia Perretto, White Plains Central School District; Thomas Willis, Cicero-North Syracuse Central School District; Helena Kottman, Haldane Central School District, and Timothy Williams, Silver Creek Central School District. |

Higher Education
Proposed Amendment of Sections 52.21, 80-1.2, 80-4.3, and 80-5.20 and Subpart 80-3 of the Regulations of the Commissioner of Education Relating to Establishing the Administrator Certificate and Extension to Work as a Superintendent - Department staff will present proposed regulatory amendments to establish the Professional Administrator certificate, create registration requirements for programs leading to the proposed certificate, outline when School Building Leader and School District Leader certificates would no longer be issued and programs leading to the certificates would no longer be registered, and establish the extension to work as a superintendent for the proposed certificate. |

Foundation Aid Update - Department staff will describe the process that the Rockefeller Institute is using for their study of the Foundation Aid formula. Professional Practice
Professional Practice Overview - Department staff will provide an overview of the important role of the Office of the Professions (OP) team and 33 State Boards to implement laws, and the Board of Regents’ policies and regulations promulgated to protect patients/consumers receiving services from 56 professions established under the Education Law. New York’s unique system of professional oversight and public protection will be discussed, including requirements for licensure and registration, as well as the laws, rules and regulations that have been designed to help ensure that competent and qualified individuals become licensed professionals. Overview of the Design Professions of Engineering, Land Surveying, Geology, and Interior Design - Department staff will provide an overview of the design professions of engineering, geology, land surveying, and interior design including, among other things, a discussion of their respective licensure requirements, scopes of practice, advisory boards, licensee pipeline, access and outreach, and stakeholder education and awareness. |
