          This question will come before the Committee on Higher Education and Professional Practice on June 20, 2005 as a consent item and then will come before the Full Board for final action on June 21, 2005.

 

Procedural History

 

          Regents Rule 3.46(b) stipulates that, following a change of ownership and control, a for-profit, degree-granting institution enter a transition period until it demonstrates, to the satisfaction of the Commissioner, compliance with the laws, rules and regulations applicable to degree-granting institutions in New York. During this period, degree-granting authority reverts to the Board of Regents. This occurred following the assumption of ownership and control of Globe Institute of Technology by Luba Rabinovich, Edward Rabinovich, Michael Rabinovich and Oleg Rabinovich.

 


Background

 

          On December 8-9, 2004, a peer review team conducted a site visit to the institution.  It reviewed the self-study, interviewed faculty members, administrators, and students, reviewed documents and other information available on campus, and reviewed facilities, equipment, and academic resources. This review was conducted to confirm Globe’s compliance with the standards for institutional accreditation and for renewal of its institutional accreditation by the Board of Regents. The Board voted to renew Globe Institute of Technology’s accreditation with condition on May 17, 2005.

 

Staff reviewed the findings of the Institutional Accreditation Compliance Review Report and found Globe Institute of Technology meets the standards for registration of its curricula. The programs were reregistered on May 18, 2005.

 

Recommendation

 

The Board of Regents should authorize Globe Institute of Technology, effective June 22, 2005, to confer Associate in Occupational Studies (A.O.S.), Associate in Applied Science (A.A.S.), Bachelor of Technology (B. Tech.) and Bachelor of Business Administration (B.B.A.) degrees upon students successfully completing registered programs at that institution.

 

Timetable for Implementation

 

          This authorization of degree granting authority would take effect immediately.
