SUMMARY

Issue for Decision

Should the full Board of Regents approve appointment terms for the members of the Roosevelt Union Free School District Interim Board of Education?

Reason(s) for Consideration

Required by State statute, Chapter 33 of the Laws of 2002.

Proposed Handling

The question will come before the full Board of Regents on July 21, 2005 for action.

Procedural History

After the Commissioner of Education removed the Roosevelt Union Free School District Board of Education under Chapter 33 of the Laws of 2002, in May 2002 the Board of Regents appointed the currently serving board members to the Roosevelt Interim Board of Education.  Each member was appointed to a two-year term.  The board members must now be reappointed to the board for staggered terms that will transition the board back to an elected board by 2011.

Background Information

Under Chapter 33 of the Laws of 2002, the Board of Regents is responsible for appointing all five members to the Interim Board of Education of the Roosevelt Union Free School District, at least three of whom must be Roosevelt residents.

Board members are appointed (and may be reappointed) for terms ranging from one to five years “so that an equal number of terms expire on June 30 of each year beginning on June 30, 2007.” (Chapter 33, Laws of New York, 2002, Paragraph 2).  In May 2007, and for each year through 2011, the qualified voters of Roosevelt will elect a candidate to fill one of the positions on the Interim Board for a term of three years. By 2011, all Board positions will be filled with members elected by the community.

Recommendation

VOTED: That the Board of Regents approve the appointments to the Interim Board of Education in the Roosevelt Union Free School District as follows:

·       Mr. Edward McCormick (President of the Board and nonresident): July 1, 2005 – June 30, 2006

·       Ms. Mai Cortes (resident of Roosevelt): July 1, 2005 – June 30, 2007

·       Dr. Laval Wilson (nonresident): July 1, 2005 – June 30, 2008

·       Mr. Glen Simmons (resident of Roosevelt): July 1, 2005 – June 30, 2009

·       Mr. Carl DeHaney (resident of Roosevelt): July 1, 2005 – June 30, 2010

To maintain consistent leadership of the Interim Board of Education, it is anticipated that Mr. Edward McCormick, Board President, will be considered by the Board of Regents in 2006 for reappointment to a term to expire in 2011.

Timetable for Implementation

These appointments are effective immediately.
