Attached are summary recommendations with respect to charter applications. A total of 19 charter actions are recommended involving 19 institutions, including 3 libraries, 3 museums, 3 historical societies, 5 nonpublic schools, 2 chartered postsecondary institutions, 2 education corporations and 1 not-for-profit corporation.
I recommend that the Regents approve each application in accordance with the recommendations contained in the respective summaries.

The board of trustees has petitioned the
Board of Regents to form a corporation to provide library services to the
residents of the Pound Ridge Library District which includes all of the town of
Pound Ridge, as created pursuant to Chapter 285 of the Laws of 2003. Janet M.

The board of trustees has petitioned the
Board of Regents to form a corporation to operate a special district public
library to serve the enlarged school district of the city of Middletown,
residents of the town of Mount Hope who reside within the Pine Bush Central
School District and residents of the town of Wallkill who reside within the Pine
Bush Central School District, Valley Central School District, and Minisink
Valley School District as created pursuant to Chapter 398 of the Laws of 2000 as
amended by Chapter 13 of 2001. Janet M. Welch and the Office of Cultural

CENTER FOR THE STUDY OF THE PRESIDENCY

A provisional charter was granted to this
corporation by action of the Board of Regents under the corporate name “The
Library of Presidential Papers” on June 25, 1965 to establish and maintain a
library open to the public to house originals or copies of Presidential papers
of all of the Presidents of the United States and of such other papers of
historical interest as it may deem advisable; to encourage particularly students
of government and political science and young people interested in studying and entering government service to
make use of the facilities of the library to the end that they be further
inspired and encouraged to enter public service; and to make available from time
to time on loan to colleges and universities and other institutions
reproductions of the Presidential papers and such other papers for the use of
such institutions and their students and members. Such provisional charter was
made absolute by action of the Board of Regents on June 26, 1970. The board of
trustees has applied for an amendment to the provisional charter to change the
corporate address to P.O. Box 181, Manhasset, New York 11030 and to amend
paragraph two of their charter to read “The purpose for such corporation is to
establish and maintain a historical society dedicated to serving as a central
resource addressing issues affecting the modern Presidency. The Center for the
Study of the Presidency is to act as an institutional memory for the White House

the understanding of the Italian-American heritage; to sponsor and conduct
programs and activities designed to eliminate ethnic and racial prejudice and

Such provisional charter was extended by Regents action on June 26, 1970 and made absolute by Regents action on July 29, 1977. Such absolute charter was amended by Regents action on July 24, 1992 to add authority for the school to operate grades one through three and a before- and after-school care program for children from three to twelve years of age, and to indicate that the school relocated to 185 Court Street, Brooklyn and on November 10, 2000 to add additional authority for the corporation to conduct a preschool for two-year-olds, to conduct grades four through eight, to specify that the before- and after-school care program will serve children from two to fifteen years of age, and to add authority for the corporation to also operate a day care center. The board of trustees has applied for an amendment to the absolute charter to operate a preschool special education program for children from three to five years of age with disabilities pursuant to §4410 of the Education Law; to operate a school-age special education program for children kindergarten through grade two with disabilities pursuant to Article 89, §4402 of the Education Law; and to operate a Special Education Itinerant Teacher (SEIT) with Related Services program pursuant to §4410 of the Education Law. The Office of Vocational and Educational Services for Individuals with Disabilities (VESID) has been provided with an opportunity to review this action and the trustees have been advised that the amendment of the absolute charter does not constitute approval for state funding for the programs and services under the jurisdiction of VESID. 1958 to promote educational, medical and recreational facilities and social research for brain-injured children and to educate the general public as to the problems of the brain-injured child. Such provisional charter was extended by Regents action on June 28, 1963, amended with respect to the corporate purposes on May 21, 1964 and made absolute by Regents action on August 26, 1966. Such absolute charter was amended on January 28, 1976 to change the corporate name to “New York Association for the Learning Disabled and Its Associations for Brain-Injured Children”; on September 20, 1985 to restate the corporate purposes and on May 22, 1992 to change the corporate name to “The Learning Disabilities Association of New York State.” The board of trustees has applied for an amendment to the absolute charter to change the corporate address to 1202 Troy-Schenectady Road, Building 1, Room 225, Latham, New York 12110. International Play Groups, Inc. was incorporated under §11 (2) of the Membership Corporation Law (MCL) on October 21, 1963 with the consent of the New York State Education Department. Upon the effective date of the consolidation of International Preschools and International Play Groups, Inc., International Preschools will assume all the assets, liabilities and responsibilities of both organizations. The consolidated corporation will operate under the provisional charter granted to International Preschools.
