SUMMARY:
Terms for members of the State Professional
Standards and Practices Board for Teaching are set forth in Regents Rule 3.14.
It stipulates that the terms of 7 of the 28 members expire each year, and that
members may be appointed to a second term, as well as a third term if at least
one of the preceding terms was less than two years in duration. The terms of
seven members expire June 30, 2004. Three members qualify for reappointment
under this provision and are interested in serving a third term. They are
recommended for reappointment, each to a four-year term beginning July 1, 2004:
Eva M. Mroczka (teacher member), Marilyn O. Pirkle (administrator member) and
Luis A. Ramirez (teacher member).
The term of one of the Board co-chairs also
expires June 30, 2004. The Standards Board bylaws stipulate that the Regents
shall appoint a chair or co-chairs for a two-year term. David A. Caputo is
recommended for reappointment as co-chair for two additional years, from July 1,
2004 to June 30, 2006.
The application and selection process to fill
the remaining vacancies will be conducted over the summer, and a recommendation
will be forwarded to the Regents for appointment in September. A list of current Board members is
attached.
Recommendation:
I recommend that the Regents take the following
action:
VOTED, that Eva M. Mroczka (teacher member),
Marilyn O. Pirkle (administrator member) and Luis A. Ramirez (teacher member) be
reappointed, each for a term beginning July 1, 2004 and ending June 30, 2008;
and that David A. Caputo be reappointed as co-chair for an additional term
beginning July 1, 2004 and ending June 30, 2006.
