The P-12 Education Committee held its scheduled meeting on September 8, 2025. All members were present except for Regent Wade S. Norwood who was excused. Chancellor Lester W. Young, Jr., Regent Susan W. Mittler, Regent Hasoni L. Pratts, Regent Patrick A. Mannion, and Regent Brian Krist also attended the meeting but did not vote on any action.

MATTERS NOT REQUIRING BOARD ACTION

Proposed Addition of New Section 114.6 to the Regulations of the Commissioner of Education Relating to Outreach for the Supplemental Nutrition Assistance Program [P-12 (D) 1] - Department staff presented a proposed addition to conform to Education Law §915-a, which requires schools participating in the Universal Free Meals program to promote Supplemental Nutrition Assistance Program enrollment to maximize direct certification for free school meals.

Proposed Addition of New Section 136.10 to the Regulations of the Commissioner of Education Regarding Statewide Protocols for Diapering and Toileting of Students in Public Schools [P-12 (D) 2] - Department staff presented a proposed regulation for the implementation of P-12 protocols for diapering and toileting of students as required by a new state law.

Review of Portrait of a Graduate Regulatory Agenda - Department staff provided the Board with an overview of the regulatory agenda needed to implement the New York State Portrait of a Graduate as well as resources being developed and already implemented to support the implementation of New York Inspires.

Deputy Commissioner Angelique Johnson-Dingle reviewed the items on the Consent Agenda.
