The Joint Higher Education/P-12 Committee held its scheduled meeting on September 9, 2025. All members were present except Regent Wade S. Norwood, Regent Shino Tanikawa, and Regent Keith B. Wiley who were excused. Chancellor Young, Regent Susan W. Mittler, and Regent Patrick A. Mannion also attended the meeting but did not vote on any action.

MATTERS NOT REQUIRING BOARD ACTION

Proposed Addition of Part 101 to the Regulations of the Commissioner of Education relating to Dual Enrollment Programs [HE/P-12 (D) 1] - Department staff presented a proposed regulatory amendment to establish a statewide dual enrollment policy, including a definition of dual enrollment programs as well as partnership agreement and annual data submission requirements for all dual enrollment programs.

Deputy Commissioner William Murphy reviewed the Higher Education items on the Consent Agenda.
