The P-12 Education Committee held its scheduled meeting on October 6 and October 7, 2025. All members were present except for Regent Roger B. Tilles who was excused. Chancellor Lester W. Young, Jr., Regent Susan W. Mittler, Regent Adrian I. Hale, Regent Hasoni L. Pratts, Regent Patrick A. Mannion, Regent Brian Krist and Regent Keith B. Wiley also attended the meeting but did not vote on any action.
MATTERS NOT REQUIRING BOARD ACTION
Proposed Amendment of Sections 121.1, 121.4, and 121.5 of the Regulations of the Commissioner of Education Relating to the National Institute for Standards and Technology (NIST) Cybersecurity Framework and Data Retention Policies [P-12 (D) 1] - Department staff presented a proposed regulatory amendment to sections 121.1, 121.4, and 121.5 of the Commissioner’s regulations to update reference to the National Institute of Standards Technology (NIST) Cybersecurity Framework (CSF) to the most current version of the Framework (version 2.0). Additionally, the Department proposed to remove reference to an outdated data retention policy.
Indigenous Education Statement of Policy and Action - Department staff and members of the Commissioner's Advisory Council for Indigenous Education presented an update to the Board of Regents 1975 Indigenous Education Statement of Policy and Action for consideration of the Board of Regents. We plan to bring this back to the Board in November for endorsement.
Empowering and Deepening Indigenous Youth Service - Department staff and Indigenous educators presented information on the Empowering and Deepening Indigenous Youth Service Grants.
Update to NYS English Language Proficiency Assessment - Department staff from the Offices of Bilingual Education and World Languages, State Assessment, and Special Education presented on upcoming updates to how NY assesses English Language Proficiency for English language learners, including English language learners with significant cognitive disabilities.
