Report of Regents Higher Education/P-12 Education Joint Meeting Committee to The Board of Regents

The Joint Higher Education/P-12 Education Committee held its scheduled meeting on June 13, 2022. All members were present except Vice Chancellor Josephine Victoria Finn and Regent Wade S. Norwood, who were excused. Regent Elizabeth S. Hakanson, Regent Shino Tanikawa and Regent Roger P. Catania also attended the meeting.

MATTERS NOT REQUIRING BOARD ACTION

Proposed Amendment of Section 30-1.8 of the Rules of the Board of Regents and Sections 52.21, 80-1.2, 80-3.2, and 80-3.7 of the Regulations of the Commissioner of Education Relating to Establishing the Literacy (All Grades) Certificate [HE/P-12 (D) 1] - Department staff presented a revised proposed amendment to the Commissioner’s regulations that establishes the Literacy (All Grades) certificate, create registration requirements for programs leading to the proposed certificate, allow candidates to apply for the proposed certificate through the individual evaluation pathway, outline when the current Literacy (Birth-Grade 6) and Literacy (Grades 5-12) certificates will no longer be issued and programs leading to the current certificates will no longer be registered, revise the pedagogical core requirement in SWD (Birth-Grade 2) programs, and rename the ‘remedial reading” to the “literacy and reading” tenure area.
