Report of Regents Higher Education Committee to The Board of Regents

The Higher Education Committee held its scheduled meeting on January 9, 2023.  All members were present except Co-Chair Regent Catherine Collins and Regent Susan W. Mittler, who were excused. Chancellor Lester W. Young, Jr., Regent Roger Tilles, Regent Elizabeth A. Hakanson and Regent Ruth B. Turner also attended the meeting. 

MATTERS NOT REQUIRING BOARD ACTION

Proposed Amendment of Sections 80-3.10, 80-5.8, 80-5.20, and 80-5.23 of the Regulations of the Commissioner of Education Relating to Educator Certification for Candidates from Another State or Territory of the United States or the District of Columbia [HE (D) 1] – Department staff presented proposed regulatory amendments to revise the “Endorsement of a Certificate” pathway for teacher, educational leadership, and Initial and Professional School Counselor certification such that certificates from another U.S. state or territory or the District of Columbia could be “comparable” instead of “equivalent” to the New York State certificate title and type sought and the time period during which candidates must complete their three years of satisfactory experience would be removed, and to make several technical revisions to the requirements for this pathway and the “Comparable Educator Program in Another U.S. State” pathway.

Deputy Commissioner William Murphy reviewed the items on the Consent Agenda.
