Report of Regents Professional Practice Committee to The Board of Regents

Your Professional Practice Committee held its scheduled meeting on January 13, 2014.  All Committee members were present except for Regent Geraldine D. Chapey who was excused. Chancellor Merryl H. Tisch was present but did not vote on any case or action. Regent James C. Dawson was present for Executive Session but did not vote on any case or action.

ACTION ITEMS

Professional Discipline Cases
Your Committee recommends that the reports of the Regents Review Committees, including rulings, findings of fact, determinations as to guilt, and recommendations, by unanimous or majority vote, contained in those reports which have been distributed to you, be accepted in 8 cases. In addition, your Committee recommends, upon the recommendation of the Committee on the Professions, that 52 consent order applications 2 surrender applications, and 2 summary suspension applications be granted, with six members of the Committee voting acceptance of the consent application in the case of Zhenxing Tai, dentist, Cal. No. 26484 and Regent James E. Cottrell abstaining. [PPC EXS (A) 1-3, 9]

In the case of the reconsideration application of Lorraine Casiano a/k/a Lorraine Meoni, Licensed Practical Nurse and Registered Professional Nurse, Calendar Nos. 27165 and 27166, we recommend that the report of the Regents Review Committee be clarified as follows: wherever the Calendar No. is shown as "Calendar No. 27166", the “Calendar No.” for this matter upon reconsideration shall be deemed to read as Calendar Nos. 27165 and 27166; and wherever the name “Dr. Taco” or “Dr. Modesta Taco” is shown, the name of this physician shall be deemed to read as “Dr. Tako” or “Dr. Modesta Tako”.  [PPC EXS (A) 8]

These recommendations are made following the review of 64 cases involving thirteen registered professional nurses, ten licensed practical nurses, seven certified public accountants, six licensed practical nurses who are also registered professional nurses, four licensed master social workers, four pharmacists, three architects, two dentists, two pharmacies, two professional engineers, one massage therapist, one ophthalmic dispenser, one professional medical physicist, one respiratory therapy technician, and one speech-language pathologist.

Restorations
Your Committee recommends the following:
That the execution of the order of surrender of Deborah Hampson’s licensed practical nurse license be stayed; that she be placed on probation for a period of three years under the terms and conditions annexed to the Report of the Committee on the Professions as Exhibit A; and that, upon satisfactory completion of the probationary period, her license be fully restored.  [PPC EXS (A) 4]

That the application of Jacob Neuman for the restoration of his license to practice as a physician in New York State be denied.  [PPC EXS (A) 5]

That the execution of the order of surrender of Yevgeny Pisarevsky’s license to practice as a dentist in New York State be stayed; that he be placed on probation for a period of three years under the terms and conditions annexed to the Report of the Committee on the Professions as Exhibit A; and that, upon successful completion of probation, his license be fully restored.  [PPC EXS (A) 6]

That the application of Hugo Viloria for the restoration of his license to practice as a physician in New York State be denied.  [PPC EXS (A) 7]

MOTION FOR ACTION BY FULL BOARD

Madam Chancellor and Colleagues: Your Professional Practice Committee recommends, and we move, that the Board of Regents act affirmatively upon each recommendation in the written report of the Committee's deliberations at its meeting on January 13, 2014, copies of which have been distributed to each Regent.
