The Professional Practice Committee held its scheduled meeting on December 16, 2025. All members were present. Chancellor Lester W. Young, Regent Roger Tilles, Regent Susan W. Mittler, Regent Aramina Vega Ferrer, Regent Seema Rivera, and Regent Felicia Thomas-Williams, also attended the meeting, but did not vote on any action.
ACTION ITEMS
Professional Discipline Cases [PPC (A) 1 – 3]
The Committee recommends that the reports of the Regents Review Committees, including rulings, findings of fact, determinations as to guilt, and recommendations, by unanimous or majority vote, contained in those reports which have been distributed to you, be accepted in 3 cases. In addition, your Committee recommends, upon the recommendation of the Committee on the Professions, that 15 consent order applications, and that 12 surrender applications be granted.
These recommendations are made following the review of 30 cases involving five certified public accountants, five licensed practical nurses, five registered professional nurses, three massage therapists, two certified public accountancy professional corporations, one architect, one architecture design professional corporation, one certified public accountancy professional service limited liability company, one licensed clinical social worker, one licensed master social worker, one licensed mental health counselor, one pharmacist, one registered professional nurse who is also nurse practitioner in Family Health, and one professional engineer.
The Professional Practice Committee recommends, and we move, that the Board of Regents act affirmatively upon each recommendation in the report of the Committee's deliberations at its meeting on December 16, 2025.
Restorations [PPC (A) 4 - 5]
The Committee recommends that the application of Nasreen Dharsee-Dungersi for the restoration of her license to practice as a pharmacist in New York State be granted, with Regent Brian Krist opposed.
The Committee recommends that the application of Louis A. Sidoti for the restoration of his license to practice as a physician in New York State be denied.
Proposed Amendment of Section 29.7 of the Rules of the Board of Regents and Section 63.14 of the Regulations of the Commissioner of Education Relating to the Practice Settings of Registered Pharmacy Technicians [PPC (A) 1]
Department staff presented for emergency action a proposed amendment to Section 29.7 of the Rules of the Board of Regents and Section 63.14 of the Regulations of the Commissioner of Education to conform them to Chapter 543 of the Laws of 2025, which became effective November 21, 2025, which permits registered pharmacy technicians to practice in any pharmacy under the supervision of a pharmacist.
The motion passed unanimously.
MOTION FOR ACTION BY FULL BOARD
The Professional Practice Committee recommends, and we move, that the Board of Regents act affirmatively upon each recommendation in the report of the Committee's deliberations at its meeting on December 16, 2025.
MATTERS NOT REQUIRING BOARD ACTION
Proposed Amendment of Section 64.1 of the Regulations of the Commissioner of Education Relating to the Professional Study of Nursing [PPC (D) 1]
Department staff proposed technical amendments to section 64.1(c) of the Commissioner’s regulations to clarify the intent of Chapter 502 of the Laws of 2017 and Chapter 380 of the Laws of 2018, which are known as the BSN in 10 Law, by further prescribing which baccalaureate or higher degrees are acceptable to the Department to satisfy the requirement that registered professional nurses must attain such degree in nursing within 10 years of licensure to continue to practicing in this State. The proposed technical amendments will clarify the BSN in 10 Law’s exemptions for certain registered professional nurses from the requirement of attaining a baccalaureate or higher degree in nursing within 10 years of being issued a New York State registered professional nurse license.
