Report of Regents P-12 Education/Higher Education Joint Meeting Committee to The Board of Regents

Your P-12 Education Committee and Higher Education Committee held a joint meeting on April 22, 2013.  All members were present, except for Vice Chancellor Bottar who was excused.

MATTERS NOT REQUIRING BOARD ACTION

State-Provided Growth Measures in APPR – The Committee discussed a progress report developed by the Department relating to its continuing work to implement State-provided measures of student growth for use in Annual Professional Performance Reviews (APPRs) in 2012-13.  This report will include a proposed value-added model for use in APPRs for the 2012-13 school year and thereafter for classroom teachers in grades 4‑8 ELA and math and their principals, and high school principals.  Discussion focused on proposed changes to the student growth measures for 2012-13 which include modifying how students are attributed to teachers in grades 4-8 ELA/Math; adoption of two High School Principal student growth measures; and adoption of “value-added” measures which will count for 25 points, instead of 20 points, for 4-8 ELA and Math and High School Principals.   Department staff will seek comment and input from the field and will respond to implementation questions and concerns raised by Committee members.   Staff will present a proposal to the Board of Regents at the June Regents meeting for approval of the use of a value-added model for evaluations conducted for the 2012-13 school year and thereafter for classroom teachers in 4-8 ELA and math and their principals and high school principals.
