Report of Regents Professional Practice Executive Session Committee to The Board of Regents

Regents Committee on Professional Practice

Regent Norwood, Chair, Vice Chancellor Chin, Regent Cea, Regent Wills, Regent Catania, Regent Hale, Regent Pratts, and Regent Mannion.

The Professional Practice Committee held its scheduled meeting on June 10, 2025. All members were present except for Regent Adrian I. Hale, who was excused. Chancellor Lester W. Young, Jr., Regent Susan W. Mittler, Regent Shino Tanikawa, Regent Seema Rivera, Regent Brian Krist, Regent Keith B. Wiley, and Regent Felicia Thomas-Williams, also attended the meeting, but did not vote on any action.

ACTION ITEMS

Professional Discipline Cases [PPC (A) 1 – 3]

The Committee recommends that the reports of the Regents Review Committee, including rulings, findings of fact, determinations as to guilt, and recommendations, by unanimous or majority vote, contained in those reports which have been distributed to you, be accepted in one case. In addition, the Committee recommends, upon the recommendation of the Committee on the Professions, that 19 consent order applications, and nine surrender applications be granted.

These recommendations are made following the review of 29 cases involving six registered professional nurses, four licensed practical nurses, three certified public accountants, three massage therapists, two dentists, two licensed mental health counselors, one architect, one ophthalmic dispenser, one pharmacist, one pharmacy, one physical therapist, one physical therapist assistant, one professional engineer, one psychologist, and one veterinarian.

Restorations [PPC EXS (A) 4 – 5]

The Committee recommends that the application of Jay Kirshner for the restoration of his licenses to practice as a pharmacist in New York State be granted.

The Committee recommends that the application of Meredith Knodel for the restoration of her license to practice as a dental hygienist in New York State be granted.

Long-Term Clinical Clerkships [PPC EXS (A) 6]

The Committee recommends that the application for Universidad Autonoma De Guadalajara to place students in long-term clinical clerkships in New York be approved, in accordance with and subject to the recommendations of the Advisory Committee on Long-term Clinical Clerkships.

MOTION FOR ACTION BY FULL BOARD

The Professional Practice Committee recommends, and we move, that the Board of Regents act affirmatively upon each recommendation in the written report of the Committee's deliberations at its meeting on June 10, 2025, copies of which have been distributed to each Regent.

MATTERS NOT REQUIRING BOARD ACTION

Deputy Commissioner David Hamilton reviewed the items on the Consent Agenda.
