REGENTS PROFESSIONAL PRACTICE COMMITTEE

The Board of Regents

November 5, 2012

Your Professional Practice Committee held its scheduled meeting on November 5, 2012. All Committee members were present, except Regent Wade S. Norwood, who was excused.  Chancellor Merryl H. Tisch, Regent Kathleen M. Cashin and Regent T. Andrew Brown were also present but did not vote on any case or action. 

ACTION ITEMS

Professional Discipline Cases

Your Committee recommends that the reports of the Regents Review Committees, including rulings, findings of fact, determinations as to guilt, and recommendations, by unanimous or majority vote, contained in those reports which have been distributed to you, be accepted in 4 cases. In addition, your Committee recommends, upon the recommendation of the Committee on the Professions, that 21 consent order applications and 1 surrender application be granted.  [PPC EXS (A) 1-3]

In the case of Cecilia Ekere Akpan, Registered Professional Nurse, Calendar No. 26269, we recommend that (1) the caption, header, and body in the report of the Regents Review Committee as well as on the blue back to the report all be deemed corrected to read respondent’s correct name “Cecilia Ekere Akpan,” and not “Celilia Ekere Akpan,” and (2) the last word of “him,” on line 7 of page 7, be deemed corrected to read “her.”

In the case of Alexandra Boucher a/k/a Alexandra S. Boucher, Veterinary Technician, Calendar No. 25741, we recommend that the remainder of the sentence after the words “amended to reflect,” in the first full paragraph on page two of the report of the Regents Review Committee in this matter involving the profession of veterinary technology, all be deemed deleted and the following language be deemed added as a correction to read, in substitution therefore, “respondent’s correct title of “veterinary technician,” and not the incorrect title stated of “veterinary technologist.”

These recommendations are made following the review of 26 cases involving seven registered professional nurses, five licensed practical nurses, four licensed practical nurses who are also registered professional nurses, one chiropractor, one dental hygienist, one dentist, one massage therapist, one physical therapist, and one veterinary technician.

Restoration

Your Committee recommends the following:

That the application of Joseph Accetta for the restoration of his license to practice as a chiropractor in New York State be denied.  [PPC EXS (A) 4]

MOTION FOR ACTION BY FULL BOARD

Your Professional Practice Committee recommends, and we move, that the Board of Regents act affirmatively upon each recommendation in the written report of the Committee's deliberations at its meeting on November 5, 2012, copies of which have been distributed to each Regent

 Occupational Therapy Regulations – Discussion of the proposed amendments to the regulations relating to continuing competency in occupational therapy, limited permits for occupational therapy assistants, and supervision of students in occupational therapy assistant programs.  These regulations are scheduled for action in January 2013.
