Your P-12 Education Committee held its scheduled meeting on July 18, 2011.  All members were present, except for Regent Dawson, who was excused. 

ACTION ITEMS

Guidelines and Resources for Social and Emotional Development and Learning – The Committee adopted guidelines and resources for social and emotional development and learning for voluntary implementation by school districts.  Committee members asked that minor changes be made to language in the preface.  The guidelines were developed through extensive collaboration with the Department’s Office of Student Support Services along with educators from around the State and incorporate social and emotional development into elementary and secondary school education programs, as prescribed in paragraph (b) of subdivision one of section three of the Children’s Mental Health Act of 2006.   [P-12 (A) 6]

Your Committee recommends that the Board of Regents approves the charter revisions for the Albany Community Charter School, the Bronx Success Academy Charter School 3, and the Explore Excel Charter School as proposed by the Trustees of the State University of New York and the provisional charters are amended accordingly.  [P-12 (A) 1]

Your Committee recommends that the Board of Regents approves and issues the second renewal charter of the Leadership Preparatory Bedford Stuyvesant Charter School as proposed by the Board of Trustees of the State University of New York, and that its provisional charter be extended for a term up through and including July 1, 2016; and the first renewal charter of the True North Rochester Preparatory Charter School  as proposed by the Board of Trustees of the State University of New York, and that its provisional charter be extended for a term up through and including June 27, 2016.    [P-12 (A) 2]

Your Committee recommends that the Board of Regents approves the revision to the fifth renewal charter of the Harriet Tubman Charter School, and the provisional charter is amended accordingly.   [P-12 (A) 3]

Your Committee recommends that the Board of Regents approves the charter revisions for the Leadership Preparatory Charter School 4 and the True North Genesee Preparatory Charter School as proposed by the Trustees of the State University of New York and the provisional charters are amended accordingly.    [P-12 (A) 4]


Your Committee recommends that the Board of Regents approves and issues the third renewal charter of the Buffalo United Charter School as proposed by the Board of Trustees of the State University of New York, and that its provisional charter be extended for a term up through and including July 31, 2016; the second renewal charter of the Icahn Charter School I as proposed by the Board of Trustees of the State University of New York, and that its provisional charter be extended for a term up through and including July 31, 2016; and the third renewal charter of the Sisulu Walker Charter School of Harlem as proposed by the Board of Trustees of the State University of New York, and that its provisional charter be extended for a term up through and including August 9, 2016.   [P-12 (A) 5]

MOTION FOR ACTION BY FULL BOARD

           

Your P-12 Education Committee recommends, and I move, that the Board of Regents act affirmatively upon each recommendation in the written report of the Committee's deliberations at its meeting on July 18, 2011, copies of which have been distributed to each Regent.

MATTERS NOT REQUIRING BOARD ACTION

Appeals Process for Local Diplomas – The Committee discussed proposed amendments to regulations to clarify that the local diploma option continues to be available under the appeals process for general education students.  The proposed amendments will be brought back to the Committee for further discussion with final adoption planned for October.     [P-12 (D) 1]

PARCC Assessment Design Update – The Committee was updated on the PARCC Assessment Design process and discussed recommendations proposed to the PARCC Governing Board that adjustments be made to address concerns regarding costs and unintentional negative impacts on instruction resulting from the four separate testing administrations of the original design.  The Governing Board has approved allowing the first two components of the PARCC assessment to be optional.  The approved design still requires two separate test administrations for the final summative score: performance-based assessment tasks to be administered towards the end of the school year; and a separate component of innovative, machine-scored tasks to be administered at the end of the school year.

Consent Agenda Items – Staff presented the following items scheduled for approval on the full Board consent agenda:

  • Registration of Public Schools

  • Petition of the Rome City School District for Consent to Exceed the Constitutional Debt Limit

  • Proposed Amendment to Section 155.17 of the Regulations of the Commissioner of Education Relating to School Safety Plans
