Issue for Decision
Will the Board of Regents approve my appointment of Allison Armour-Garb to the position of Deputy Commissioner, Chief of Staff?
Reasons for Consideration
Allison Armour-Garb will bring to the job of Chief of Staff many years of professional experience working on education policy issues, as well as excellent managerial, organizational, and communication skills. In her current post as Director of Education Studies at the Nelson A. Rockefeller Institute of Government (SUNY’s public policy think tank), she identified emerging issues in state and local implementation of education provisions of the American Recovery and Reinvestment Act of 2009 (the stimulus package); developed expertise in educational accountability, standards, and testing policy issues; and worked on studies of special education, online education, and workforce development.
Previously, Ms. Armour-Garb served as associate director of research for Mayor Giuliani's Advisory Task Force on the City University of New York. She managed concurrent analyses of CUNY's finances, governance, assessment testing, and academic programs. She has done a variety of public policy consulting projects and has served both as assistant general counsel for a New York City agency and as a Congressional fellow on Capitol Hill. She received her M.P.A. from Princeton University's Woodrow Wilson School, her J.D. from N.Y.U., and her A.B. from Harvard-Radcliffe.
Proposed Handling
The Board of Regents will review Ms. Armour-Garb’s credentials and experience in Executive Session on January 11, 2010.
Recommendation
I recommend that you take the following action:
VOTED, that the Board of Regents approve the appointment of Allison Armour-Garb to the position of Deputy Commissioner, Chief of Staff effective January 12, 2010. .
