Procedural History
Terms for members of the State Professional Standards and Practices Board for Teaching are set forth in Regents Rule 3.14. The Board of Regents appoints members to four-year terms, with the exception of the teacher education student member, who is appointed to a two-year term. Board co-chairs are appointed for two-year terms.
There are currently five vacancies on the State Professional Standards and Practices Board. Two members resigned before the completion of their four year term, creating vacancies in their unexpired terms. There is also a vacancy for the teacher education student member. The individuals below are recommended for appointment to these the vacancies.
Background Information
The following members are recommended for appointment: Janice Cabbell (school administrator member), Lindsey Maurer Haviland (student member), and Ellen Sullivan (teacher member). A brief biographical sketch of these new recommended members and a list of the current membership are attached.
Recommendation
It is recommended that the Board of Regents approve the following appointments to the State Professional Standards and Practices Board for Teaching: Janice Cabbell (school administrator member) to complete an unexpired term beginning October 18, 2010 and ending June 30, 2013, Lindsey Maurer Haviland (student member) to the two year term beginning October 18, 2010 and ending June 30, 2012, and Ellen Sullivan (teacher member), to complete an unexpired term beginning October 18, 2010 and ending June 30, 2012.
Timetable for Implementation
Members’ terms will begin immediately upon appointment.

Janice Cabbell is the Director of Career and Technical Education for Yonkers City School District. As director she is currently involved in a district wide initiative to improve graduation rates for Career and Technical Education students and support their retention and achievement. She served as the Coordinator of Career and Technical Education for the Yonkers CSD and the Business and Marketing Department Chair for Yonkers High School and Saunders High School. Ms. Cabbell began her teaching career as a Business and Marketing teacher at Yonkers High school in 1967.
Ms Cabbell has also served as adjunct professor at Iona College and Lehman College. As professor she taught courses in Accounting, Marketing and Legal Office Procedures. She was honored by Iona College, Elizabeth Seton School as Adjunct Professor of the Year in 1990. Ms Cabbell has also been honored by the Westchester County Business Teachers Association as Teacher of the Year and by Phi Delta Kappa as Kappan of the year.
Ms. Cabbell is a member of the Westchester Community College Business Department’s Advisory Board and the Connecticut-New York Talent for Growth WIRED Sustainability Committee. She has also previously served the department on the Urban Education Work Group on Improving the Preparation, Recruitment and Retention of Teachers for Urban Education.
Ms. Cabbell has her B.S. in Education from West Virginia State University, her M.S. in Administration and Supervision from Iona College and a Professional Certificate in Computer Education from Iona College.

Lindsey Maurer Haviland is enrolled in Union Graduate College, studying towards a career as a secondary school English teacher. Prior to pursuing her graduate education Ms. Maurer Haviland was an Assistant Advancement Officer for Rensselaer Polytechnic Institute. Prior to her work at RPI she was Development Coordinator and Special Events Coordinator for Equinox.
As an undergraduate at Sienna College, Ms. Maurer Haviland was Assistant Director of the Siena College Writing Center and published in Pendragon Literary Magazine. She is a member of Women in Development. As an undergraduate she was a volunteer for the Bowmen Center for Women at Siena College and the New Day Art After School Program in Albany.
Ms. Maurer Haviland graduated Magna Cum Laude with a B.A. in English from Sienna College.

Ellen Sullivan is the director of The Greater Capital Region Teacher Center. The Center encompasses the 93 public school districts, four BOCES and 83 non-public schools in the Capital Region. Ms. Sullivan first joined the teacher center staff in 1996 as a program assistant. Prior to this, she was the Education Director for the Junior Museum of Troy, Education Assistant for the Albany Institute of History and Art, and Instructor and Education Assistant at Hudson Valley Community College. She was an Adjunct Instructor at the College of St. Rose teaching Business Communication and she began her career in education as an elementary school teacher at St. Patrick’s School in Albany.
Ms. Sullivan has previously served the department as a member of the NYSED Career and Technology Task Force, and as a grant reviewer for the NYSED Comprehensive School Reform Program, the Learning Technology Grants program and Goals 2000 grants program.
Ms. Sullivan has presented for numerous conferences and committees including the NYS Teacher Center Higher Education Committee, New York State Union of Teachers, the National Board for Professional Teaching Standards Conference, Washington DC, and the NYS In-service Conference on Mentoring Programs.
Ms. Sullivan has her B.A in Education, magna cum laude, from the College of St.Rose, her M.S. in Education from SUNY Albany and an A.C. in Grant Making and Foundations from New York University. In 2008, she completed the Federal Policy Institute program at Teachers College, Columbia University.
