SUMMARY

Issue for Decision (Consent Agenda)

Should the Board of Regents approve an amendment to the master plan of Plaza College authorizing the College to offer the Bachelor of Business Administration (B.B.A.) degree in Patient Information Management?

Reason for Consideration

              Required by State regulation.

Proposed Handling

The question will come before the full Board for consideration at its November 2009 meeting, where it will be voted on and action taken.

Procedural History

On February 9, 2009, the Department received a proposal requesting registration of a program in Patient Information Management leading to a Bachelor of Business Administration (B.B.A.) degree at Plaza College. This would be the College’s first baccalaureate program in the disciplinary area of the health professions.

A canvass was conducted of all degree-granting institutions of higher education in the New York City region.  The Department received seven responses: one comment, one in support and five with no objection. The institution responded satisfactorily to the comment.

Background Information

Plaza College is authorized to confer Associate in Applied Science (A.A.S.), Associate in Occupational Studies (A.O.S.), and Bachelor of Business Administration (B.B.A.) degrees on students successfully completing registered programs. It offers programs in the disciplinary areas of Business and Health Professions.

The new program is an extension of programs at the associate level allowing graduates transfer options and further development of skills for both administrative and clinical office tasks and responsibilities. The new four-year program will also allow students the opportunity to participate in one of two specializations. One specialization, which is an extension of the health information track, is Long-Term Care and Gerontology and the other, which is an extension of clinical studies track, is Clinical/Phlebotomy studies. The program is built to have flexibility in allowing students choices between the tracks.

The Department has determined that the proposed program meets the standards of registration set forth in the Regulations of the Commissioner of Education.

Recommendation

It is recommended that the Board of Regents approve the amendment to the master plan of Plaza College authorizing the College to offer a program in Patient Information Management leading to a Bachelor of Business Administration (B.B.A.) degree.  This amendment will be effective until November 30, 2010, unless the Department registers the program prior to that date, in which case master plan amendment shall be without term.

Timetable for Implementation

If the Board of Regents approves the master plan amendment, the Department will register the program and the institution will proceed to recruit and enroll students.
