Should the Board of Regents approve the proposed appointments to the State Professional Standards and Practices Board for Teaching?

Required by State regulation.
Proposed Handling
This question will come before the Higher Education Committee at its October 2008 meeting where it will be voted on and action taken. It will then come before the Full Board at its October 2008 meeting for final action.
Procedural History
Terms for members of the State Professional Standards and Practices Board for Teaching are set forth in Regents Rule 3.14. The Board of Regents appoints members to four-year terms, with the exception of the teacher education student member, who is appointed to a two-year term. Board co-chairs are appointed for two-year terms.
Currently, four vacancies exist on the Standards Board. The individuals below are recommended for appointment to fill two of these vacancies.
Background Information
The following persons are recommended for appointment as new members: April D. McKoy (school administrator member) and Diane L. Rowe (public member). Brief biographical sketches of the new members and a list of current members are attached.
Recommendation
It is recommended that the Board of Regents approve the following appointments to the State Professional Standards and Practices Board for Teaching: April D. McKoy (school administrator) to a four-year term beginning October 21, 2008 and ending June 30, 2012; and Diane L. Rowe (public) to an unexpired term beginning October 21, 2008 and ending June 30, 2010.
Timetable for Implementation
Members’ terms will begin immediately upon appointment.

April D. McKoy Membership Category: Educator

April McKoy has served as assistant principal at the Bushwick Community High School in Brooklyn for the past three years. She supervises all academic departments, and also serves as the school’s professional development coordinator and staff developer. Ms. McKoy began her career in education as a social studies teacher. She taught at both the Brooklyn College Academy and the Basis Young Adult Borough Center, a center for young adults who, having left school, return to complete graduation requirements.
Ms. McKoy has been an adjunct at Mercy College since 2000, teaching graduate courses in the teacher residency component of the New York City Teaching Fellows Program. She also serves as a cap assessor, assessing Teaching Fellows’ required final projects.
Ms. McKoy has a B.A. in history from Hampton University, VA; an M.A. in social studies education from New York University; and an Advanced Certificate in admini-stration and supervision from the College of Saint Rose.
Diane L. Rowe Membership Category: Public
Boys & Girls Clubs of Buffalo

Diane Rowe has served as chief professional officer of the Boys & Girls Clubs of Buffalo for the past eleven years. During her tenure, club sites have expanded from 5 to 16 club sites throughout Buffalo. From 1992-1997, she served as associate executive director of the YWCA of Western New York and prior to this, served as executive director of the Anorexia Bulimia Buffalo Association.
Ms. Rowe was founder and now serves as board president of the Buffalo United Charter School, a K-8 school that has been in operation since 2003. She also chairs the Western New York Coalition of Charter Schools. She is active in a number of community organizations, including United Way, the Greater Buffalo Gear Up Coalition, Community Health Center, and the Agency Executive Association. She has received numerous awards for her work with Boys & Girls Clubs, as well as the 2005 Annie E. Casey Family Support Program of Excellence Award, and the 2006 Dean Service Award from SUNY Buffalo’s Graduate School of Education.
Ms. Rowe has a B.S. in education from the State University of New York College at Buffalo, a certificate in supervisory studies from Cornell University’s Extension Program, and a Micro-MBA Certificate from the State University of New York at Buffalo.
