SUMMARY
Issue for Decision
Should the Regents approve the appointment of Walter Ramos as Executive Secretary to the State Board for Medicine, Athletic Trainers Committee, Medical Physics Committee, State Board for Dietetics and Nutrition, and State Board for Veterinary Medicine? The Selection Committee, comprised of four members of the Office of the Professions’ staff and three members of the State Boards for Medicine, Veterinary Medicine and Dietetics and Nutrition, rated the six top candidates for this position. The Selection Committee clearly indicated Mr. Ramos to be the most qualified candidate. Indeed, according to the three State board members of that committee, particularly the current Chairperson of the Medical Board, who is a current professor and former Dean of Mt. Sinai School of Medicine, and the committee as a whole, Mr. Ramos far outdistanced any other candidate.
Mr. Ramos was designated to be the Acting Executive Secretary of the above State boards in June, and has admirably performed those duties since that appointment. He is, therefore, being recommended for permanent appointment to this position.

Procedural History
Sections 6523, 6703, and 8003 of Education Law require the Board of Regents to appoint an Executive Secretary for the State Boards for Medicine, Veterinary Medicine, and Dietetics and Nutrition, respectively. Sections 8354 and 8704 of the Education Law establish State Committees for Athletic Trainers and Medical Physics to assist the State Board for Medicine with matters relating to those professions.
With the retirement of the previous incumbent, it was necessary to appoint an Acting Executive Secretary while the search for a permanent replacement was underway in order to continue the important work of that State board office. Walter Ramos was appointed to that position by the Board of Regents at its June 2007 meeting.
Background Information
The appointment of Walter Ramos as Executive Secretary for the State Board for Medicine, the Athletic Trainers Committee, the Medical Physics Committee, the State Board for Dietetics and Nutrition, and the State Board for Veterinary Medicine will provide the expertise and leadership required to continue the important work to those boards in regulating the five professions and protecting the public.
Mr. Ramos brings extensive knowledge, distinguished experience, and a commitment to the important work of the Office of the Professions. Prior to his appointment as the Acting Executive Secretary in June, Mr. Ramos served, since 1999, as Assistant Counsel in the Office of Professional Discipline, providing legal guidance to investigators and professional board members engaged in the evaluation of professional misconduct allegations, drafting legal documents, and appearing before administrative hearing officers and the Regents Review Committee.
Mr. Ramos has over seven years of experience managing cases involving health and veterinary matters in his role as Assistant Counsel in the Office of Professional Discipline. Previously, he served as a veterinary assistant/technician and as a registered nurse during his service as a Captain in the U.S. Air Force Nurse Corps, where he served in the operating room and managed the in-service education for health staff in that setting.
Mr. Ramos was a member of the first graduating class of the NYSED Leadership Academy, and this appointment would be in keeping with the Regents expressed support for the graduates of that Academy. Prior to his service in the Office of the Professions, Mr. Ramos served as an Assistant District Attorney in New York County and later established his own general practice law firm. A licensed registered nurse, Mr. Ramos also has extensive experience in the health care field. In addition to working as a registered nurse for the Visiting Nurse Service of Buffalo, and as an operating room nurse for the Metropolitan Hospital Center in New York City, Mr. Ramos served for five years as a Veterinary Assistant/Technician for two New York City Veterinarians, experience that will particularly serve the Department in managing the State Board for Veterinary Medicine. Mr. Ramos will build on the Regents record of success in overseeing the vital work of that State Board, as well as the other State Boards administered by that board office.
Recommendation
It is recommended that the Regents take the following action:
VOTED: That Walter Ramos be appointed as Executive Secretary to the State Board for Medicine, the Athletic Trainers Committee, the Medical Physics Committee, the State Board for Dietetics and Nutrition, and the State Board for Veterinary Medicine, effective immediately.
Timetable for Implementation
If the Regents approve the recommendation, the appointment will be effective immediately.
