Issue for Decision (Consent Agenda)
Should the Regents confer degrees upon students completing programs at Taylor Business Institute, Long Island Business Institute, Professional Business College and Bethel Seminary of the East?
Reason for Consideration
Required by State statute and State regulations.
Proposed Handling
The question will come before the Higher Education and Professional Practice Committee at its October 2007 meeting where it will be voted on and action taken. It will then come before the full Board at its October 2007 meeting for final action.
Procedural History
Long Island Business Institute is a proprietary institution. Pursuant to Regents Rule 3.46, their degree-granting authority reverted to the Regents when they changed ownership. Professional Business College and Bethel Seminary of the East are both provisionally chartered institutions and until such time as their charters are made absolute, Section 224 of the Education Law requires that the Regents award degrees on their behalf. Until such time as these institutions demonstrate to the satisfaction of the Commissioner of Education compliance with laws, rules and regulations applicable to degree-granting institutions in New York State, the Regents award degrees on behalf of these institutions.
In the case of Long Island Business Institute, Professional Business College, and Bethel Seminary of the East, the Department is still conducting the necessary academic review. In the case of Taylor Business Institute, on September 26, 2006, the State Education Department ordered the termination of all degree-granting programs at this institution at the end of the fall 2006 semester. To hold students harmless, the Regents will continue to be asked to confer degrees for those students who completed programs at Taylor before the institution was closed.
Recommendation
It is recommended that the Board of Regents confer upon the individuals listed, who have completed the requirements for their registered degree programs at Taylor Business Institute, Long Island Business Institute, Professional Business College and Bethel Seminary of the East, the respective degrees listed for each institution.
Information in Support of Recommendation
Taylor Business Institute
Taylor Business Institute was authorized by the Board of Regents on March 24, 1972 to grant the Associate in Occupational Studies (A.O.S.) degree. The Institute was purchased from ITT Educational Services, Inc. by Phillips Colleges, Inc. on April 13, 1988. On January 31, 1997, TBIO, Inc. purchased Taylor Business Institute from Phillips Colleges, Inc. On April 4, 2002, the Institute was purchased by the Benhem Company, Inc. (a New York corporation). All academic awards are to be conferred on graduates by the Regents. On September 26, 2006, the State Education Department ordered the termination of all degree-granting programs at this college at the end of the fall 2006 semester. To hold students harmless, the Regents will continue to be asked to confer degrees for those students who completed programs at Taylor before the institution was closed.

Long Island Business Institute
On April 28, 1995, Long Island Business Institute, a proprietary institution, was authorized by the Regents to confer an Associate in Occupational Studies (A.O.S.) degree. The Institute also offers certificate and diploma programs in business and computer-related disciplines. On May 21, 2004, Long Island Business Institute was purchased by LIBI Corporation. Until the Regents have reauthorized Long Island Business Institute, under its new ownership, to award degrees, all academic awards are to be conferred on graduates by the Regents.
