December 2025 Meeting
Members of the public may attend Board of Regents meetings in person. Admission to the building will begin one hour prior to the scheduled start of the public meetings. On Monday, guests may arrive at 8:00 am. On Tuesday, guests may arrive at 9:15 am but will not have access to the meeting room until Executive Session concludes. Seats will be available on a first-come, first-served basis. Once seating is full, guests will be directed to an overflow room to view the webcast or they may view it on their personal devices.

Proposed Amendment of Sections 145-2.1, 145-2.3, and 145-2.9 of the Regulations of the Commissioner of Education Relating to Part-time Study for Undergraduate Students - Department staff will present a proposed regulatory amendment to align Commissioner Regulations with an amendment to New York State Education Law § 667-c, which lowered the minimum required credit load for the Part-Time Tuition Assistance Program (TAP) from 6 to 3 credit hours. |

SUNY-authorized New Charter School Applications - Department staff will present recommendations regarding three new SUNY-authorized charter schools. NYSED recommends that the Board of Regents return the applications for the following charter schools due to significant community opposition:
This recommendation follows precedent from 2021, when similar opposition led the Regents to return SUNY approvals for other schools for reconsideration. |

Professional Practice
Proposed Amendment of Section 64.1 of the Regulations of the Commissioner of Education Relating to the Professional Study of Nursing - Department staff will propose technical amendments to section 64.1(c) of the Commissioner’s regulations to clarify the intent of Chapter 502 of the Laws of 2017 and Chapter 380 of the Laws of 2018, which are known as the BSN in 10 Law, by further prescribing which baccalaureate or higher degrees are acceptable to the Department to satisfy the requirement that registered professional nurses must attain such degree in nursing within 10 years of licensure to continue to practicing in this State. The proposed technical amendments will clarify the BSN in 10 Law’s exemptions for certain registered professional nurses from the requirement of attaining a baccalaureate or higher degree in nursing within 10 years of being issued a New York State registered professional nurse license. Proposed Amendment of Section 29.7 of the Rules of the Board of Regents and Section 63.14 of the Regulations of the Commissioner of Education Relating to the Practice Settings of Registered Pharmacy Technicians - Department staff will present for emergency action a proposed amendment to Section 29.7 of the Rules of the Board of Regents and Section 63.14 of the Regulations of the Commissioner of Education to conform them to Chapter 543 of the Laws of 2025, which became effective November 21, 2025, which permits registered pharmacy technicians to practice in any pharmacy under the supervision of a pharmacist. |
