The attached report provides the status of the implementation of key initiatives relating to the learning standards. The Career and Technical Education Progress Report is included as Attachment A and the Reading Initiatives Update is included as Attachment B.

Mid-course Review of New York Standards-based Reform |
A series of discussions on the 65 passing score on Regents exams has been scheduled on the Regents agenda with approval to reaffirm or modify policy expected in November 2003. |

NYS Reading Initiative, Reading for Results |
The Reading First proposal is being reviewed by Department leadership and should be submitted to the U.S. Department of Education shortly. Session two of the New York Reading Academy with 1,200 participants began in March, will continue to the end of the school year and resume in September. |

School Accountability System |
Proposed amend-ments on data and reporting requirements and school/district accountability to align Commis-sioner�s Regula-tions with the No Child Left Behind Act will be dis-cussed in June and approved in July. |

New York State Virtual Learning Space (VLS) |
The New York State learning standards database is the foundation for the New York State Virtual Learning Space. The database will be completed by the end of June. The mapping of the Gateway Educational Materials (GEM) to the New York State learning standards is complete. Once VLS is up and running, it will have curriculum resources linked to the New York State standards and performance indicators online. |

State Assessment Panel |
The Panel met on May 16 and received presentations on AP World History and SAT II World History. The Panel will meet again in the fall. |

Curriculum/Initiatives Resources |
Elementary Social Studies Core Curricula Guide is under critical review by educational partners. Science Resource Guide and Core Curricula � work is ongoing. Visual Arts Resource Guide -- on hold due to staff retirement. Languages Other Than English Checkpoint C Resource Guide is under critical review by educational partners. Classroom Assessment Module in Mathematics is completed and will be included in the mathematics professional development. All documents already dissemi-nated to schools are available on the Department�s web site. All documents completed from this point on will be available on the Department�s web site. Printed copies will not be available. |

Middle Level Initiative |
The Regents will receive a revised Regents policy statement on middle-level education and a summary of public comments in June. Dr. Robert Felner, Director of the National Center for Public Education and Social Policy, University of Rhode Island, has been invited to make a presenta-tion to the Regents concerning middle-level education. Approval of the final Regents policy statement on middle-level education is scheduled for July, along with discussion of the implications for amendments to Commissioner�s Regulations. |

Reading Initiatives Update
June 2003
Meetings for Reading for Results principals were held in Rochester on April 8 and in Albany on April 30. Fifty participants reflected on the role of "The Principal as Early Literacy Leader." Workshops were presented by Marian Andrews, Reading for Results Coordinator, and staff of the New York Technical Assistance Center in a collaborative effort to provide professional development to school administrators.
Meetings were held for Tier 1 Coach Leaders in Albany on May 16 and in New York City on May 19. Coach Leaders discussed the alignment of the New York State Early Literacy Guidance: PreK-Grade 3 with the New York State Reading Academy online course for all K-grade 3 teachers in Reading for Results schools. They were introduced to the "Reading for Results Program Review Rubric," a planning tool to use with teachers, administrators and other coaches in assessing progress of the Reading for Results schools.
Tutorial Assistance Sub-grants to Schools totaling $3.7 million were awarded in May to 25 Reading for Results school districts. These funds will be used to provide after-hours, Saturday and summer tutoring for children at risk of not learning to read at grade level by the end of grade 3.
The New York State proposal for Reading First funding is being reviewed by Department leadership and should be mailed to Washington shortly.
