SUMMARY:

Approval in March of the Regents 24-month calendar of key policy decisions and policy reviews was contingent on development of a process for modifying the calendar. A suggested protocol for change is attached.

 

Protocol for Changing the 24-Month Calendar

In the process of discussing and approving the 24-month calendar in March, the Quality Committee and Full Board asked staff to propose a protocol that would govern changes being made in the calendar. The recommended protocol is as follows:

Changes in the date an item will be presented:

  • The Deputy Commissioner must get the approval of the Commissioner (through the Associate Commissioner for Planning and Policy Development) and the relevant committee chair. In the case of a USNY-wide item, the Commissioner or Associate Commissioner for Planning and Policy Development must obtain the Chancellor�s approval.
  • Upon confirmation of the committee chair�s (or Chancellor�s) approval, the Associate Commissioner makes the change.

Addition, deletion or material change of an item:

  • The Deputy Commissioner must secure the approval of the Commissioner (through the Associate Commissioner for Planning and Policy Development) and a majority of the relevant committee -- preferably by discussion in committee or, if that is not possible, by polling via e-mail, fax or phone. In the case of a USNY-wide item, the Commissioner or Associate Commissioner for Planning and Policy Development must get the approval of a majority of the Board.
  • Upon confirmation of the committee�s (or Board�s) approval, the Associate Commissioner makes the change.

Periodic reviews of scheduled items:

  • The Commissioner periodically will preview scheduled items in his monthly report.
  • The Deputies periodically will list multiple months of scheduled items and discuss those plans with their committees.

Once the Committee on Quality either affirms or modifies and affirms this protocol, it will be implemented.
