Issues for Decision

 

Based on approval granted by the Board in December, should the Regents issue the initial charters for the Elmwood Village Charter School in Buffalo and the Harlem Success Charter School in New York City and the renewal charters for the Brighter Choice Charter School for Boys in Albany, the Brighter Choice Charter School for Girls in Albany, the Charter School for Applied Technologies in Kenmore and the Riverhead Charter School in Riverhead?

 

Reason(s) for Consideration

 

          Required by State statute, Education Law 2852.

 

Proposed Handling

 

This question will come before the EMSC-VESID Committee on January 9, 2006 for action.  It will then come before the full Board for final action on January 10, 2006.

 

Procedural History

 

Under the New York Charter Schools Act of 1998, the Board of Regents is authorized to make recommendations regarding applications submitted directly to it as a charter entity.  Upon receipt of an application for renewal or for the establishment of a new charter school, the Board of Regents shall review such applications and proposed charters in accordance with the standards set forth in the Charter Schools Act.  Subsequent to their approval, the Board must then issue the initial charter or the renewal charter for each school, as applicable.

 

 

Background Information

 

We received two applications to establish new charter schools as direct applicants to the Board of Regents, which were approved by the Board at its December 2005 meeting.  The applications were for:

 

§       Elmwood Village Charter School, Buffalo

§       Harlem Success Charter School, New York City

 

The Board also approved at your December 2005 meeting the renewal of charters for four Regents-authorized charter schools.  Those renewals were for:

 

§       Brighter Choice Charter Schools for Boys, Albany

§       Brighter Choice Charter School for Girls, Albany

§       Charter School for Applied Technologies, Kenmore

§       Riverhead Charter School, Riverhead

 

The Board is now being asked to approve the initial and renewal charters for these charter schools based on approval granted in December.  Complete copies of the initial and renewal charters are available for your review by contacting James R. Recommendation

 

VOTED:  That the Board of Regents issue the following initial charters:

 

§       Elmwood Village Charter School, Buffalo

§       Harlem Success Charter School, New York City

         

VOTED:  That the Board of Regents issue the following renewal charters:

 

§       Brighter Choice Charter School for Boys, Albany

§       Brighter Choice Charter School for Girls, Albany

§       Charter School for Applied Technologies, Kenmore

§       Riverhead Charter School, Riverhead

 

Timetable for Implementation

 

The Regents action will become effective on January 10, 2006.
