The board of trustees has petitioned the Board of Regents to form a corporation to operate a public library to serve the residents of the County of Chemung.  The Office of Cultural Education recommends that an absolute charter in the first instance be granted.

Geneva, Ontario County

 

The board of trustees has petitioned the Board of Regents to form a corporation to provide public library programs and services to the residents of the Geneva City School District, City of Geneva, County of Ontario, State of New York.  The Office of Cultural Education recommends that an absolute charter in the first instance be granted.

LEWISBORO LIBRARY

 

Lewisboro, Westchester County

 

An absolute charter was granted to this corporation by action of the Board of Regents on December 3, 1903 under the corporate name “South Salem Library.”  Such absolute charter was amended by Regents on September 20, 1946 and December 15, 2000 to change the corporate name to “Lewisboro Library.”  The board of trustees has applied for an amendment to the absolute charter to change the corporate name to “South Salem Library,” to increase the term of office of each trustee to four years, and to change the number of trustees to be no less than nine or no more than fifteen.  The Office of Cultural Education recommends that the absolute charter be amended accordingly.

THE NEUSTADT MUSEUM OF TIFFANY ART

 

New York City, New York County

 

A provisional charter was granted to this corporation by action of the Board of Regents on November 21, 1969 under the corporate name “The Egon & Hildegard Neustadt Museum of Tiffany Art.”  Such provisional charter was extended by Regents action on January 24, 1973 and May 21, 1982.  Such provisional charter was amended by Regents action January 29, 1985 and extended on November 20, 1992 and September 20, 1996.  Such provisional charter was amended by Regents action on September 18, 1998 to change the corporate name to “The Neustadt Museum of Tiffany Art.”  The board of trustees has applied for an amendment to the provisional charter to change the corporate name to ”The Neustadt Collection of Tiffany Glass,” to change the corporate address, to restate the corporate purposes, and has applied for an absolute charter. The Office of Cultural Education recommends that the provisional charter be amended to approve the name change. However, the Office of Cultural Education makes no recommendation at this time with regard to the other amendment requests for the corporate purposes to be restated, the address change and the request for an absolute charter, because they wish to defer recommendation until they can fully analyze the documentation the corporation has submitted.

WMHT EDUCATIONAL TELECOMMUNICATIONS

 

Schenectady, Schenectady County

 

An absolute charter in the first instance was granted to this corporation by action of the Board of Regents on June 26, 1953 under the corporate name “Mohawk-Hudson Council on Educational Television, Inc.” to prepare and present programs educational in nature for transmission by television or radio or by both.  Such absolute charter was amended by Regents action on November 22, 1957 and July 24, 1987 to change the corporate name to “WMHT Educational Telecommunications.”  Such absolute charter was last amended by Regents action on November 6, 1998.  The board of trustees has applied for an amendment to the absolute charter to identify the corporate location to be   Town of North Greenbush in the County of Rensselaer, State of New York.   The Office of Educational Television and Public Broadcasting recommends that the absolute charter be amended accordingly.

Shortsville, Ontario County

 

A provisional charter was granted to this corporation by action of the Board of Regents on September 18, 1998 to operate a school district public library to serve the Red Jacket Central School District.  The board of trustees has applied for an absolute charter.  The Office of Cultural Education recommends that the provisional charter be extended for a period of five years to allow the corporation additional time to develop its programs and otherwise demonstrate that it can meet the requirements for an absolute charter.

 

 

 

DISSOLUTION OF CHARTER

HIRAM HALLE MEMORIAL LIBRARY

 

Pound Ridge, Westchester County

 

A provisional charter was granted to this corporation by action of the Board of Regents on November 30, 1951 to operate a free association library serving the public of the Town of Pound Ridge.  Such provisional charter was made absolute by Regents action on February 25, 1955.   The board of trustees has petitioned the Board of Regents for the dissolution of the charter as the corporation is no longer in operation and all taxes payable by the corporation have been paid.  The trustees request Regents approval of the transfer of the corporation assets to the Pound Ridge Library District.  The Office of Cultural Education recommends that the absolute charter of the Hiram Halle Memorial Library be dissolved and that the corporation’s assets be transferred to the Pound Ridge Library District.

A provisional charter was granted to this corporation by action of the Board of Regents on February 26, 1971 to operate a school to provide preschool education.  Such provisional charter was made absolute by Regents action on September 19, 1974.   The board of trustees has applied for an amendment to the absolute charter to authorize the corporation to change the age of children served by the school from “three to five years of age” to “eighteen months to five-and-one-half years of age,” to operate day care centers within the State of New York, initially within Suffolk County, and to change the corporate address to 52 Old Post Road, East Setauket, New York 11733.   The Office of Children and Family Services (OCFS) has consented to this action pursuant to §460-a of the Social Services Law.   The Office of Nonpublic School Services recommends that the absolute charter be amended accordingly.

A provisional charter was granted to this corporation by action of the Board of Regents on July 23, 1985 under the corporate name “Yeshivat Mizrachi L’Banim” to operate a kindergarten through grade eight elementary school.  Such provisional charter was amended and made absolute by Regents action on July 21, 1995.   Such absolute charter was amended by Regents action on September 20, 1996 to change the corporate name to “Yeshiva Derech HaTorah – Yeshivat Mizrachi L’Banim.”   The board of trustees has applied for an amendment to the absolute charter to authorize the corporation to also operate a grades nine through twelve high school.  The Office of Nonpublic School Services recommends that the absolute charter be amended accordingly.

The Office of Nonpublic School Services recommends that the provisional charter be extended for a period of three years to allow the corporation additional time to develop its programs and otherwise demonstrate that it can meet the requirements for an absolute charter.

HARTWICK COLLEGE

 

Oneonta, Otsego County

 

A provisional charter was granted to this corporation by action of the Board of Regents on February 17, 1928 to operate and maintain a college for higher education.  Such provisional charter was made absolute by Regents action on February 19, 1931.  The absolute charter was further amended on March 20, 1942. On May 16, 1947 the corporation was consolidated with The Hartwick Seminary under the name Hartwick College and granted an absolute charter.  Such absolute charter was amended by Regents action on July 21, 1950, November 22, 1957, May 23, 1969, and April 27, 1979. The board of Trustees has applied for an amendment to the absolute charter to increase the maximum number of trustees to 30.  The Office of Higher Education recommends that the absolute charter be amended accordingly.

An absolute charter in the first instance was granted to this corporation by action of the Board of Regents on October 25, 1968 to conduct a college.  Such absolute charter was amended by Regents action on June 27, 1975, April 29, 1976, June 14, 1996, July 18, 1997, September 18, 1998, July 19, 2001, February 11, 2003, and January 12, 2004. The board of trustees has applied for an amendment to the absolute charter to add authority for the College to confer the degree of Doctor of Psychology (Psy.D.), Doctor of Pharmacy (Pharm.D.), and Doctor of Education (Ed.D.) at its main campus in Buffalo and to confer the degree of Bachelor of Science (B.S.), Bachelor of Science in Education (B.S. in Ed.) and Bachelor Arts (B.A.) at its branch campus in Brighton, New York. The Office of Higher Education recommends that the absolute charter be amended to add authority for corporation to confer the degree of Bachelor of Science at its Brighton campus, Monroe County.  However, the Office of Higher Education makes no recommendation at this time with regard to the other degrees proposed for either the corporation’s main campus or its Brighton campus, because the corporation has not submitted programs for such degrees to the Office of Higher Education for approval.

NEW YORK INSTITUTE OF TECHNOLOGY

 

New York City, New York County

 

A provisional charter was granted to this corporation by action of the Board of Regents  on November 18, 1955 to establish, operate and conduct an educational institution.  Such provisional charter was amended by Regents action on March 1, 1957, September 25, 1959, and January 28, 1960 and as so amended, extended.  Such provisional charter was made absolute by Regents action April 27, 1962.  Such absolute charter was amended by Regents action on various occasions, with the last amendment being December 13, 2002.  The board of trustees has applied for an amendment to the absolute charter to add authority for the Institution to confer the degree of Master of Fine Arts (M.F.A.) at the Manhattan and Old Westbury campuses.   The Office of Higher Education recommends that the absolute charter be amended accordingly.
