Proposed Handling

 

The question will come before the Higher Education and Professional Practice Committee at its December 2006 meeting where it will be voted on and action taken.  It will then come before the full Board at its December meeting for final action.

 

Procedural History

 

Terms for members of the State Professional Standards and Practices Board for Teaching are set forth in Regents Rule 3.14. The Board of Regents appoints members to four-year terms, with the exception of the teacher education student member, who is appointed to a two-year term.

 

Background Information

 

The State Professional Standards and Practices Board for Teaching is a 28 member advisory board created by the Board of Regents to advise the Regents and the Commissioner on matters related to the preparation, certification, and practice of teaching in New York State public schools. The Board’s membership is representative of the major stakeholder groups in education and includes: teachers, higher education representatives (one of whom is a college president or chief academic officer), school leaders, members of the public, and one teacher education student.  A list of the current membership of the Board is attached.

 

Currently, three vacancies exist on the Standards Board. The individual below is recommended for appointment to fill one of these vacancies. Recommendations to fill the remaining two vacancies will be forthcoming.

 

Recommendation

 

The Regents should appoint Erik J. Bitterbaum (higher education representative and college president). A brief biographical sketch of Dr. Bitterbaum and a list of the current membership are attached.

 

VOTED: that Erik J. Bitterbaum (higher education member) be appointed to a four-year term, beginning December 5, 2006 and ending June 30, 2010.

 

Timetable for Implementation

 

The new member’s term will begin immediately upon appointment.

Erik J. Bitterbaum has served as President of the State University of New York College at Cortland since 2003. Previously, Dr. Bitterbaum served as President of West Virginia University at Parkersburg and regional Vice President at West Virginia University at Morgantown. His career spans over 20 years in higher education administration, including positions at Missouri Southern State College; Methodist College, North Carolina; and Nebraska Wesleyan College. Dr. Bitterbaum began his career in education teaching biology and zoology at the University of Florida.

 

Dr. Bitterbaum is also a tenured professor at SUC Cortland where he teaches and serves as a guest lecturer in the Department of Biology and conducts lectures for schools and community groups. He serves on the Board of Directors of the Cortland Downtown Partnership and the Central New York Education Consortium and is active in numerous other community organizations, including the Central Upstate Regional Business Alliance and the National Presidents’ Leadership Group for Alcohol and Drug Prevention. Dr. Bitterbaum is a poet and was awarded first place in the Missouri Writers' Award for Poetry in 1997. He has secured many institutional grants during his career, including a 1996 project to establish an interactive television network with area school districts and two Fulbright-Scholar-In-Residence grants for visiting artists and journalists. He is active in a number of learned societies in his field.

 

Dr. Bitterbaum holds a B.A. and M.A. in Biology from Occidental College, Los Angeles, and a Ph.D. in Zoology from the University of Florida.
