SUMMARY:

 

The Manhattan Institute of Management has requested that the Board of Regents extend their permission to operate in New York State.  The Institute is a not-for-profit corporation owned by corporate officers of a French technical institute, the Institut Superieur de Gestion.  Authorization was originally granted in 1986, amended in 1989, renewed in 1991, amended in 1995, and amended in 2000.  The amendment approved in 2000 permitted the Institute to offer non-credit courses in business administration to residents of New York State and to advertise in New York State, in addition to the undergraduate and graduate courses offered to students matriculated in foreign universities. The most recent authorization expired July 31, 2004.  No changes are requested in the authorized activities.

 

Recommendation:  I recommend that the Regents take the following action:

 

VOTED, that the permission granted to the Manhattan Institute of Management, Inc. to operate in New York State be extended for a period beginning August 1, 2004 and ending December 31, 2009.  Such permission would authorize the Institute:

 

(1)  to offer in Manhattan undergraduate and graduate courses in business administration to students matriculated in foreign universities.  These students will have previously attended an institution of higher education located outside the United States and will receive credit for their coursework from their home institution;

 

(2)  to offer non-credit courses in business administration approved by the Department’s Bureau of Proprietary School Supervision to residents of New York State and to advertise in New York State.
