Section 224 of Education Law prohibits out-of-state colleges and universities from transacting business in New York without Regents permission

SUMMARY:

 

Yale University seeks Regents permission to operate in New York State to place students from its Master of Science in Nursing (M.S.N.) program in a health agency in New York for supervised clinical experiences.  Section 6908 of Education Law exempts from licensure students who provide nursing services while enrolled in an educational program that the Department has registered. 

 

          Yale University’s permission to operate in New York State would cover placement of one or two students at New York University Medical Center.  Because of the limited nature of the University's authorization to operate in New York State, it should have no effect on New York institutions.

 

          The Office of the Professions has determined that Yale University's Master of Science in Nursing program meets the standards for registration set forth in the Regulations of the Commissioner of Education.

 

          It is recommended that the Regents take the following action:

 

          VOTED, that Yale University, New Haven, Connecticut is authorized, effective July 21, 2004, to use a clinical agency in New York State for clinical education of students in its Master of Science in Nursing (M.S.N.) program, during a period beginning immediately and ending July 31, 2009.
