Procedural History

 

Technical Career Institutes, Long Island Business Institute, and Taylor Business Institute are proprietary colleges.  Pursuant to Regents Rule 3.46, their degree-granting authority reverted to the Regents when they changed ownership.  Until such time as these institutions demonstrate to the satisfaction of the Commissioner of Education compliance with laws, rules and regulations applicable to degree-granting institutions in New York State, the Regents award degrees on behalf of these institutions.

 

In the case of Technical Career Institutes and Long Island Business Institute, the Department is still conducting the necessary academic review.  In the case of Taylor Business Institute, on September 26, 2006, the State Education Department ordered the termination of all degree-granting programs at this college at the end of the fall 2006 semester.  To hold students harmless, the Regents will continue to be asked to confer degrees for those students who complete programs at Taylor before the institution is closed.

 

This month, the Regents will be discussing draft regulations concerning the oversight of proprietary colleges in New York State.  One of the proposed regulatory amendments would require that the Board of Regents approve the transfer of the degree-granting authority before the sale or transfer of ownership of a proprietary institution.  This change will protect the interests of the students who attend a college that is being sold, and will also eliminate the need for the Regents to confer degrees for these schools based on a change in ownership in most cases.

Recommendation 

 

It is recommended that the Board of Regents confer upon the individuals listed, who have completed the requirements for their registered degree programs at Technical Career Institutes, Long Island Business Institute, and Taylor Business Institute the respective degrees listed for each institution.

Technical Career Institutes

 

Technical Career Institutes (TCI), a proprietary institution, is authorized by the Regents to award the Associate in Applied Science (A.A.S.) and the Associate in Occupational Studies (A.O.S.) degrees. This institution also offers certificate programs in technology related disciplines. TCI was purchased by EVCI Career Colleges Holding Corporation on September 16, 2005. Until the Regents reauthorize Technical Career Institutes, under its new management, to award degrees, all academic awards are to be conferred on graduates by the Regents.

Long Island Business Institute, a proprietary institution, was authorized by the Regents to confer an Associate in Occupational Studies (A.O.S.) degree on April 28, 1995. The Institute also offers certificate and diploma programs in business and computer-related disciplines. On May 21, 2004, Long Island Business Institute was purchased by LIBI Corporation. Until the Regents have reauthorized Long Island Business Institute, under its new ownership, to award degrees, all academic awards are to be conferred on graduates by the Regents.

Taylor Business Institute

 

            Taylor Business Institute was authorized by the Board of Regents on March 24, 1972 to grant the Associate in Occupational Studies (A.O.S.) degree. The Institute was purchased from ITT Educational Services, Inc. by Phillips Colleges, Inc. on April 13, 1988. On January 31, 1997, TBIO, Inc. purchased Taylor Business Institute from Phillips Colleges, Inc. On April 4, 2002, the Institute was purchased by the Benhem Company, Inc. (a New York corporation). All academic awards are to be conferred on graduates by the Regents.
