Attached for approval is a proposed amendment to §§3.47(d)(2) and 3.50(b)(17) of the Rules of the Board of Regents, relating to the authorization of degrees.  Supporting materials for the proposed amendment are available upon request from the Secretary to the Board of Regents.

 

This amendment authorizes the conferral in New York State of the degree Doctor of Nursing Practice (D.N.P.), for completion of a practice oriented doctoral degree in nursing.  The proposal arose from a request by Columbia University to confer this degree.

 

The amendment will afford students the opportunity to earn a doctoral degree that is specific to advanced clinical practice in nursing.  The Department expects the degree to be used primarily by, but not exclusively, those programs that educate nurse practitioners and nurse-midwives.  The State Board for Nursing supports the authorization of this new degree title.   In addition, the American Association of Colleges of Nurses, a national organization representing four-year college and university nursing programs, supports the use of the Doctor of Nursing Practice degree. 

 

 

 

 

The proposed amendment was discussed at the December 2004 meeting of the Board of Regents.  A Notice of Proposed Rule Making concerning this proposed amendment was published in the State Register on November 24, 2004.

 

I recommend that the Board of Regents take the following action:

 

VOTED: That paragraph (2) of subdivision (d) of section 3.47 and paragraph (17) of subdivision (b) of section 3.50 of the Rules of the Board of Regents be amended, as submitted, effective March 3, 2005.

AMENDMENT TO THE RULES OF THE BOARD OF REGENTS

Pursuant to sections 207, 210, 218, and 224 of the Education Law.

1.  Paragraph (2) of subdivision (d) of section 3.47 of the Rules of the Board

of Regents is amended, effective March 3, 2005, as follows:

(2) Professional degrees.  Graduate professional degree programs must be comprised of advanced studies in professional or vocational fields.  While they may have strong theoretical underpinnings, they must have as their primary purpose knowledge for application in professional practice.  Master’s degree programs of this type are primarily terminal in nature.  They may serve as preparation for advanced studies at the doctoral level, but they shall not be designed primarily for this purpose.  The doctorate in such studies is likewise practical, insofar as it prepares the student to train or supervise others in the field, to discover new knowledge that has practical application in the field, or to prepare the student for a life of practice in the student’s particular profession.  Only the following degrees may be conferred upon completion of a professional oriented graduate program:
