Regent Chapey was elected to a five-year term as the Regent for the Eleventh Judicial District on April 1, 1998 and re-elected on April 1, 2003.
Dr. Geraldine Chapey is currently a University Professor at the City University of New York and a member and past president of School Board 27.
Dr. Geraldine Chapey presently serves on the Governor's Advisory Council and on the Board of Directors of the Association of Teachers of New York. She is a past president of the Mayor City Directors of Speech, Language and Hearing in the United States and of numerous professional and community organizations in the New York City area.
For her significant contributions to education, Dr. Chapey has received a number of honors: Woman of the Year, National Council of Administrative Women in Education, New York State Education Department Leadership Award, Educator of the Year, The Association of the Teachers of the City of New York, Distinguished Educational Leader, Teachers of Brooklyn and Queens Distinguished Community Leader, The City Council of New York, Dr. Chapey is also cited in Who's Who in the East, The International Who's Who of Intellectuals.
Dr. Chapey obtained a doctorate from Fordham University and holds an American Speech and Hearing Association Certificate of Clinical Competence in Speech-Language Pathology (C.C.C.). She is also licensed by the New York City Board of Education as Principal, Day High School; Principal, Elementary School; Assistant Director: Supervisor and Teacher and holds New York State Education Department Certification in School District Administration and in several teaching areas.
Dr. Chapey has published widely on research in gifted education, communications, administration, supervision, business partnerships and special education. She is the author of several books and co-author of almost one hundred published articles, research papers and pamphlets. Her most recent books are Developing Speaking Skills (McGraw Hill) and Ready for School (University Press). She is also the Editor of the National Council of Administrative Women in Education Journal and a columnist for a weekly community paper, Straight Talk.
As Academic Dean of the School of Education and Human Services Dr. Chapey was responsible for the organization, administration and supervision of graduate and undergraduate programs leading to Bachelor's degrees, Master's degrees, Professional Diplomas, and Doctoral degrees. As Dean, Dr. Chapey provided leadership in organizational development, professional development, scholarly research, curriculum development and grantsmanship. She introduced numerous initiatives such as The Stay in School Partnership Program and the Teacher Opportunity Corps and developed Partnership Programs with New York City public, elementary and secondary schools for new teachers, administrators, and clinical services personnel.
Prior to joining the University, Dr. Chapey served as an administrator in the New York City Board of Education directing and supervising city-wide programs on both the senior and elementary school levels in regular and in special education. She was the First Director of the NYC Board of Education's Title I Non Public School Speech and Hearing Clinical Program for communicatively disabled children in almost two hundred schools in the five boroughs, and chaired the first Parents in Partnership Program for the Borough of Queens.
Dr. Chapey was the recipient of millions of dollars in grants under a variety of private and public funding sources. She was honored by the United States Office of Education for one of her most successful programs, Career Communications which has been adopted by schools in Oregon, Arizona, Wisconsin, California, Washington, Illinois, Connecticut, New Jersey, Massachusetts and as far away as England and Hawaii.
Besides scores of individual television and radio appearances, Dr. Chapey moderated the televised teacher training communications series, State Your Case as well as the radio series, You Are Your Child's First Teacher. In cooperation with the National Broadcasting Company, Dr. Chapey developed and supervised a city-wide program for high school students conducted in the glamorous NBC studios in New York. She also initiated field workshops for principals and supervisors at the CBS and the NBC Studios. With support from top talent and top management at these institutions, innovative curriculum and strategies were provided in classrooms throughout the City of New York.
Because of her distinguished achievement and her strong commitment to quality and innovative education, Dr. Chapey has been invited to serve on task forces and committees for the United States Office of Education, the New York State Department of Education, the American Speech Language and Hearing Association as well as international and national professional organizations and to present papers at professional conferences throughout the United States and internationally in London, Vienna, Hamburg, Dublin and Hong Kong.
